On September 10, the Supervisory Delegation of the Standing Committee of the Central Committee of the Vietnam Fatherland Front worked with the Hanoi City People's Committee.

The supervisory delegation led by Member of the Party Central Committee, Vice Chairman - Secretary General of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga as Head of the delegation supervised the implementation of democracy at the grassroots level associated with the responsibility of the head according to Regulation No. 124-QD/TW dated February 2, 2018 of the Secretariat.

Linking the implementation of democracy with building a serving government

Reporting to the Supervisory Delegation, Deputy Director of Hanoi Department of Home Affairs Nguyen Xuan Luong said that the city identifies the implementation of grassroots democracy associated with building a serving government, digital government, strengthening discipline, administrative discipline and the responsibility of the head.

Notably, the implementation of democracy is being implemented associated with the organization of local government at 2 levels from July 1, 2025. After arranging administrative units, Hanoi still has 126 communes and wards, a decrease of about 76% of the number of commune-level units before. The new model increases decentralization and delegation of power, bringing the government closer to the people, and at the same time posing higher requirements for publicity, transparency, opinion gathering, dialogue and accountability.

To date, 126/126 communes and wards have issued working regulations, publicized contact information and channels to receive feedback and recommendations from people.

The commune level performs 929 tasks, of which 143 tasks are decentralized and 18 tasks are authorized from the city. The city has also arranged and transferred 111 cadres, civil servants, and public employees to support the commune level in some fields, ensuring the operation of grassroots governments is basically smooth.

In administrative reform, in the first 6 months of 2026, the rate of online dossiers reached over 97%, dossier digitization over 98%; 100% of administrative procedures were carried out regardless of administrative boundaries. From July 1, 2025 to May 31, 2026, communes have resolved more than 2.06 million dossiers, the rate of people assessing "very satisfied" and "satisfied" reached 99.20%.

The implementation of democracy is also reflected in community supervision activities. In 2025, the People's Inspection Board supervised 1,792 cases, proposed handling 78 cases, of which 68 cases have been considered and resolved. The Community Investment Supervision Board supervised 1,192 projects, detected 38 violations, and 23 cases have been handled.

Regarding the responsibility of heads, from July 1, 2025 to May 31, 2026, the whole city had 69,712 citizen receptions; commune level had 63,245 receptions, of which commune and ward People's Committee chairmen directly received 55,347 visits.

The implementation of democracy at the grassroots level in the city has changed, increasingly associated with administrative reform, digital transformation, discipline, order and the responsibility of heads. However, in some places, publicizing and collecting opinions is still procedural; the supervisory capacity at the grassroots level is not uniform, while the workload of communes has increased after arrangement.

Replicating effective models and ways of doing things

Speaking in conclusion, Vice Chairman - Secretary General of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga acknowledged and highly appreciated the efforts and results Hanoi has achieved, especially in linking the implementation of grassroots democracy with administrative reform, digital transformation, building 2-level local government and promoting the role of the Fatherland Front and socio-political organizations.

According to Ms. Ha Thi Nga, the accountability of some heads in localities, communes, and wards needs to be further enhanced, and the reception and handling of feedback from the people also needs to be concerned.

Vice Chairman - Secretary General Ha Thi Nga requested the city to continue to improve the practicality in publicizing, collecting opinions, receiving and responding to people's opinions; ensuring that the process from providing information, receiving opinions, dialogue to receiving and explaining is carried out fully and completely, especially with issues directly related to the legitimate rights and interests of the people.

Along with that, Hanoi continues to consolidate the capacity to implement democracy and supervision at the grassroots level; pay attention to consolidating staff and facilities in villages and residential groups after arrangement; complete data infrastructure and tools to serve the implementation of democracy in the digital environment. For complex and backlogged cases, it is necessary to focus on reviewing and resolving them thoroughly, reasonably, limiting the emergence of hot spots, and consolidating people's trust and consensus.
