The capital must be a place to enlighten talent and unleash intelligence

With the theme "Solidarity, innovation, creativity, emulation to build a civilized, modern, and happy capital", on the morning of October 10, commemorating the 71st anniversary of the Liberation of the Capital, the City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee (VFF) of Hanoi held the Hanoi Patriotic Emulation Congress for the period 2025-2030.

Speaking at the congress, Prime Minister Pham Minh Chinh praised and highly appreciated the efforts of the entire political system, people, and businesses of the capital, advanced models, excellent citizens of the capital, examples of "good people, good deeds", beautiful flowers in the beautiful flower garden, contributing to the typical overall achievements of the capital in the past 5 years.

Explaining the patriotic emulation movement of the Capital over the past 5 years, specifically with the words "20 words": "positive changes - rich in unique identity - constantly creative - spreading trust - promoting development", the Prime Minister affirmed that emulation movements are the important driving forces to promote the development of the Capital, continuing to affirm the role of the economic locomotive of the whole country.

The appearance of the capital has changed significantly with many key national infrastructure projects being invested and built. Especially in recent years, the capital has always led the country in many indicators of culture, education - training, science - technology, caring for people's lives, administrative reform; the effectiveness and efficiency of grassroots government operations have had positive changes.

The Prime Minister also pointed out that some movements are still formal, not closely following political tasks, not associated with practical benefits of the people; there is still a lack of initiative in discovering - nurturing - replicating advanced models, good people, good deeds; the work of rewarding, especially special rewards, is not yet timely...

The Prime Minister suggested that the emulation movements of the capital in the new period must have stronger breakthrough development steps, become more substantial and effective, to meet the requirements and tasks facing Hanoi in the new context.

The head of the Government emphasized that the "five key areas" that Hanoi needs to implement are: building a clean, strong Party, government and the entire political system, disciplined, disciplined, creating development, being close to the people, close to the people, serving the people; promoting economic restructuring associated with renewing the growth model towards green, digital, circular, relying on science - technology, innovation and digital transformation; creating a breakthrough in rapid and sustainable development, especially focusing on building "open institutions, smooth infrastructure, smart governance".

Along with that, comprehensively developing people in terms of virtue - intelligence - body - beauty, focusing on developing high-quality human resources; developing a thousand-year-old culture to become an important endogenous strength, a driving force for the development of the Capital; culture contributes to spreading emulation movements in the whole society and all people.

With 600 delegates being typical examples and competitors attending the congress, the Prime Minister hopes that the delegates will continue to set a shining example, promote their capacity and intelligence, constantly strive, always be the core force, the typical " core" of patriotic emulation movements at agencies, units and localities to "encourage emulation" to always shine forever; so that everything needs emulation, so that emulation initiatives are always present every day, "deeply seeping" into the social community.

The capital Hanoi must be a place to light up talent, open up intelligence, spread humanity, harmonize nature and move forward with the times. Wishing the Party Committee, government, army and people of the capital to always be united, unanimous, and determined to develop patriotic emulation movements strongly, contributing to building the capital to develop rapidly and sustainably, so that the whole country can firmly enter the new era" - the Prime Minister said.
