Honoring more than 700 typical advanced models
With the theme "Solidarity, innovation, creativity, emulation to build a civilized, modern, and happy capital." The Congress evaluated the results of the patriotic emulation movement and reward work in the period of 2020-2025; proposed directions, tasks and solutions to promote the emulation movement in the period of 2025-2030; at the same time, commend and honor the heroic collectives and individuals, emulation fighters nationwide, typical examples of advanced technology, good people - outstanding good deeds and excellent citizens of the Capital in 2025.
The event is of special significance as it takes place on the occasion of the 71st anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2025) and to celebrate the 18th Hanoi Party Congress, towards the 14th National Congress of the Party.
The Congress has about 1,150 delegates attending, including leaders of the Party, State, Central Emulation and Reward Council, leaders of central ministries, branches and Hanoi City. In particular, there are 137 delegates who are excellent citizens of the Capital from 2010 to present and 590 delegates who are typical advanced, good people - good deeds in the period of 20202025, representing many fields: doctors, teachers, artists, artisans, emulation fighters nationwide, workers, grassroots cadres...
The new point of this year's Congress is to link emulation activities with the annual "Good people, good deeds" movement. Thus, in addition to honoring typical advanced examples in the 2020-2025 period, the Congress also honors outstanding individuals in 2025.
The city selects advanced models based on a group of specific criteria: good compliance with the Party's guidelines and policies and the State's laws; making practical and long-term contributions to the community, prioritizing direct workers and those who continue to contribute after being rewarded. Along with that, 15 outstanding examples among 300 good people - good deeds in 2025 were honored at the Congress, along with 10 outstanding citizens of the Capital in 2025.
Innovation of content and methods for organizing emulation movements
According to the summary report, in the period of 2020-2025, Hanoi's patriotic emulation movements have had many innovations in content and organization methods, focusing on the grassroots and direct workers. The movements closely follow the city's political tasks, select focuses, weak points, and difficult tasks to focus on directing; at the same time, have clear topics, action slogans, and emulation criteria.
Emulation forms by cluster, block, batch or topic are effectively implemented, creating widespread influence, encouraging the spirit of dedication of cadres, civil servants, public employees, workers and people. Many emulation movements have been aroused in localities and units, contributing to the completion of socio-economic development targets, ensuring national defense and security of the capital.
Innovation and creativity in organizing emulation movements from the grassroots to the city level have created a vibrant, even and widespread emulation atmosphere. New movements such as "The whole country competes to build a learning society, promote lifelong learning", "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste", "Converting public service units to financial autonomy" or "racing to implement the Capital Law" all bring practical results, receiving positive responses from the people.
