Comrade General Secretary and President To Lam attended and made important directing speeches at the Congress.
Also attending were Politburo members: Bui Thi Minh Hoai - Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Duy Ngoc, Secretary of the Party Central Committee, Head of the Central Organization Committee; Trinh Van Quyet, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Committee.
Also attending were members of the Party Central Committee, former members of the Party Central Committee, international guests and 500 official delegates, representing more than 5.6 million Red Cross officials, members, volunteers, and youth nationwide.
At the solemn session, the Congress held a ceremony to honor the Honorary President of the Vietnam Red Cross Society for the term 2026 - 2031.
Comrade Do Thi Thu Thao, Chairwoman of the Central Committee of the Vietnam Red Cross Society, said that throughout 80 years of construction and development, the Vietnam Red Cross Society has always received the attention, leadership and direction of the Party and State for the humanitarian cause. The Vietnam Red Cross Society is forever proud that President Ho Chi Minh, the founder of the Society, is the first Honorary Chairman of the Society.
His humanitarian thought and lifelong example for the people have become the spiritual foundation for fostering the values of compassion that the Vietnam Red Cross Society preserves and spreads through many generations.
Continuing that tradition, many Party and State leaders have assumed the position of Honorary Chairman of the Vietnam Red Cross Society, showing the concern, trust and responsibility of the Party and State for the humanitarian cause.
Entering the 2026 - 2031 term, introduced by the Politburo and with personal feelings, Comrade To Lam - General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam accepted to be Honorary President of the Vietnam Red Cross Society.
This is the belief of the Party and State entrusted to the Vietnam Red Cross Society, and at the same time is a source of encouragement for all levels of the Society to continue to innovate and promote the core role in humanitarian work, connecting the strength of compassion for people and for the sustainable development of the country.
With deep respect and gratitude, the 12th National Congress of the Vietnam Red Cross Society respectfully honors Comrade To Lam - General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam as Honorary President of the Vietnam Red Cross Society.
Taking place in the year of the 80th anniversary of the establishment of the Vietnam Red Cross Society (November 23, 1946 - November 23, 2026), the 12th Congress has the theme "Promoting the core role in humanitarian work; innovation, digital transformation, connecting resources; building a strong Society, a safe community, self-reliance and sustainable development", with the action motto "Solidarity - Innovation - Professionalism - Self-reliance".
The Congress will summarize the implementation of the Resolution of the 11th Congress; determine the goals, directions, and tasks of the Association's work and the Red Cross movement for the 2026 - 2031 term; review the 11th Central Executive Committee of the Association; consider amending and supplementing the Association's Charter and elect the 12th Central Executive Committee of the Association.
