Hanoi - The Project Management Board believes that the land recovery for the road 70 renovation project will be difficult because the volume of site clearance is very large.

The project to renovate and upgrade road 70, Ha Dong - Van Dien - Tu Hiep intersection is divided into 3 component projects.

Component project 1: 1: Compensation, support for site clearance (GPMB), resettlement and relocation of infrastructure for the construction of road 70 section Ha Dong - Van Dien - Tu Hiep intersection in Ha Dong district (old) invested by Kien Hung Ward People's Committee, with a total investment of about 736.438 billion VND.

Component project 1. 2: Compensation, support for site clearance, resettlement and infrastructure relocation for the construction of road 70 section Ha Dong - Van Dien - Tu Hiep intersection in Thanh Tri district (old) invested by Dai Thanh Commune People's Committee, with a total investment of about 2,225 billion VND.

Component project 2: Renovation and upgrading of road 70, Ha Dong - Van Dien - Tu Hiep intersection (in Decision No. 3936/QD-UBND dated July 25, 2025). This is a group A project, a special-grade project, with a total length of about 7km, a cross-section of 50m, and a design speed of 80km/h.

The starting point connects to Nguyen Khuyen street in Van Quan urban area; the ending point is at Tu Hiep intersection (connecting to the road connecting Phap Van - Cau Gie road with Ring Road 3).

Construction locations are in Ha Dong, Kien Hung, Thanh Liet wards; Dai Thanh, Thanh Tri communes. Land use area is about 36 hectares.

The total investment of component project 2 is 2, 119.210 billion VND, of which construction costs are 1, 702.846 billion VND. Project implementation time from 2025 - 2027.

According to the Hanoi Traffic Construction Investment Project Management Board, site clearance work is assigned to the People's Committee of Kien Hung ward and the People's Committee of Dai Thanh commune as site clearance investors (component projects 1.1 and 1.2).

In Kien Hung ward, the total area to be GPMB is 6,021m2. Of which public land is 2,739m2, residential land is 3,282m2.

Up to now, the site clearance work has been handed over for construction is 0/6. 021m2. Project approval decision No. 6239/QD-UBND dated December 15, 2025 has been issued; next steps are being implemented.

In Dai Thanh commune, it has submitted to the Department of Construction for appraisal the Feasibility Study Report of component project 1. 2. Dai Thanh commune has also sent documents to competent authorities regarding the adjustment of component project 1. 2.

According to the Project Management Board, the project is expected to start in the third quarter of 2026.

Regarding difficulties and obstacles, the Project Management Board said that the component projects for site clearance have a very large volume (5 wards, communes). Therefore, site recovery will be particularly difficult, and the project implementation time will be prolonged.

Hanoi Traffic Construction Investment Project Management Board requests Dai Thanh Commune People's Committee to accelerate the appraisal and approval of the Feasibility Study Report under component project 1. 2.

It is proposed that the People's Committee of Kien Hung ward accelerate the implementation of component project 1.1 to soon hand over the site to the Project Management Board to organize construction, meeting the progress according to the direction of the City People's Committee.
