On February 3, the Standing Committee of the Vietnam Fatherland Front Committee (VFF) of Ho Chi Minh City held the 2nd consultation conference to agree on the preliminary list of candidates for the 16th National Assembly and People's Council deputies of Ho Chi Minh City for the 2026 - 2031 term.
Speaking at the conference, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc said that the 2nd consultation conference is a decisive step in the legal consultation process, aimed at assessing the specific personnel quality and preparing a preliminary list of candidates.
According to Mr. Nguyen Phuoc Loc, the listing must ensure democracy, publicity, and strict compliance with legal regulations, thereby selecting people who have enough "heart - vision - intellect", typical in moral qualities, capacity, prestige and ability to contribute to the activities of the elected body.
Mr. Nguyen Phuoc Loc requested delegates to carefully study dossiers and documents; discuss democratically and objectively; carefully review the structure, composition and quality of each candidate, and select individuals who are brave, reputable, and truly represent the will and aspirations of the people of Ho Chi Minh City.

At the conference, after listening to the report on the situation of introducing candidates and self-nomination, delegates discussed and gave opinions on the preliminary list.
As a result, the conference unanimously agreed 100% on the preliminary list of candidates for the 16th National Assembly including 60 people; the preliminary list of candidates for the Ho Chi Minh City People's Council for the 2026 - 2031 term includes 221 people (with 1 person withdrawn from the list).
Speaking at the conclusion of the conference, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Truong Thi Bich Hanh highly appreciated the spirit of responsibility of agencies, units, and localities in the work of introducing candidates, ensuring the correct process, standards and structure according to regulations.
The Standing Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City requested relevant units to urgently organize training and guidance on collecting opinions and confidences from voters at the place of residence for nominees and self-nominated candidates; at the same time, immediately deploy the collection of voters' opinions at the place of residence and workplace (if any) for self-nominated candidates.
At the same time, fully prepare the contents to organize the 3rd Negotiation Conference, towards selecting and officially listing those who meet the criteria for running for National Assembly deputies of the 16th term and People's Council deputies of Ho Chi Minh City for the 2026 - 2031 term.
According to Resolution No. 1891 of the National Assembly Standing Committee, Ho Chi Minh City was elected 38 NA deputies of the 16th term. Meanwhile, the number of delegates of the Ho Chi Minh City People's Council for the 2026 - 2031 term is 125 delegates according to current regulations.
Previously, the National Election Council approved Ho Chi Minh City's proposal to organize early voting in the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term. The early voting time is expected to start from February 26, 2026, 17 days earlier than the national election day (March 15).
According to the plan of the Ho Chi Minh City Election Commission, early voting is organized in four areas of Phuoc Thang ward, Tam Thang ward and Long Son commune, with about 4,538 voters. These are forces performing special tasks at sea, islands, oil and gas rigs, warships and DK1 rigs, and cannot return to the mainland on the same day as the general election.
