On the afternoon of November 19, the 16th National Assembly Election Committee and the Ho Chi Minh City People's Council delegates for the 2026 - 2031 term held their first meeting, officially announcing the establishment of this agency.
According to the decision, the Election Committee has a total of 31 members. Mr. Vo Van Minh - Chairman of the Ho Chi Minh City People's Council, was appointed to hold the position of Chairman of the Election Committee.
The election committee has 6 Vice Chairmen, including:
Mr. Nguyen Phuoc Loc - Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City.
Ms. Van Thi Bach Tuyet - Deputy Secretary of the Ho Chi Minh City Party Committee.
Mr. Nguyen Manh Cuong - Vice Chairman of Ho Chi Minh City People's Committee.
Mr. Tran Van Tuan - Vice Chairman of the Ho Chi Minh City People's Council.
Mr. Huynh Thanh Nhan - Vice Chairman of the Ho Chi Minh City People's Council.
Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the Ho Chi Minh City People's Council.
The remaining members are leaders of departments, branches, sectors, armed forces and socio-political organizations in Ho Chi Minh City.
The election committee is equipped with a seal, operating budget and a working apparatus according to regulations. This agency will perform its duties and powers according to Article 23 of the Law on Election of National Assembly and People's Council in 2015, and at the same time end its duties according to Article 28 of this law.
The election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will take place on March 15, 2026, about 2 months earlier than previous elections.
Mr. Vo Van Minh, 53 years old, has an electrical engineering qualification, a bachelor's degree in politics and a master's degree in economics.
Before holding positions in Ho Chi Minh City, Mr. Vo Van Minh held many key leadership positions in Binh Duong province such as: Secretary of the Provincial Youth Union, Chairman of the People's Committee of Di An town, Head of the Provincial Party Committee's Internal Affairs Committee, Vice Chairman of the Provincial People's Committee, Secretary of the Thu Dau Mot City Party Committee, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the People's Council of Binh Duong province.
From July 2021, Mr. Vo Van Minh was elected Chairman of the People's Committee of Binh Duong province.
On July 1, 2025, Mr. Vo Van Minh was appointed as Chairman of the Ho Chi Minh City People's Council after the merger.
On July 14, 2025, Mr. Vo Van Minh was appointed to hold the position of Secretary of the Party Committee of the National Assembly Delegation and the Ho Chi Minh City People's Council for the 2025 - 2030 term.
