Mr. Bui Quang Huy, born in 1977, from Nghe An, holds a Master's degree in law, is a member of the 13th Party Central Committee (supplied), 14th, and a National Assembly Deputy of the 16th term.
He has many years of working at the Central Youth Union, having held the positions of Chairman of the Inspection Committee of the 11th Central Youth Union; Chairman of the Central Vietnam Student Association; Head of the Organization Committee of the Central Youth Union; Chairman of the National Committee for Vietnamese Youth.
From July 2025 - January 2026, he will be a member of the Standing Committee of the Party Committee of the Fatherland Front, central mass organizations; Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Secretary of the Party Committee of the Central Youth Union, First Secretary of the 12th Central Youth Union Executive Committee; Chairman of the National Committee for Vietnamese Youth; Member of the National Election Council.

At the 13th National Congress of the Ho Chi Minh Communist Youth Union, Mr. Bui Quang Huy was re-elected for the 2026-2031 term. This Congress was attended by 786 official delegates, representing the will and aspirations of more than 21.6 million union members and Vietnamese youth at home and abroad. The Congress carried the action slogan "Resilience - Pioneering creativity - Aspiration to contribute - Mastering the future".
