The National Steering Committee for Civil Defense has just sent a document to the People's Committees of northern provinces and cities on proactively responding to heavy rain, flash floods, landslides, tornadoes, lightning, hail, and floods.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, in the late afternoon and night of June 4, the Northern region will have moderate rain and thunderstorms, locally heavy to very heavy rain over 130mm, with the risk of heavy rain (>100mm/3h). Heavy rain is likely to cause flooding in low-lying areas; flash floods on small rivers and streams, landslides on slopes; thunderstorms are likely to occur with tornadoes, lightning, hail and strong gusts of wind.
To proactively respond to heavy rain, flash floods, landslides, tornadoes, lightning, hail, and flooding, the National Steering Committee for Civil Defense proposes that the People's Committees of provinces and cities in the North:
Closely monitor warning bulletins, forecasts of heavy rain, flash floods, landslides, tornadoes, lightning, hail, flooding; promptly inform local authorities and people to proactively take appropriate preventive measures; proactively review and evacuate people in areas at high risk of flash floods and landslides to safe places; mobilize shock forces to review and clear flow in blocked areas; be ready with on-site forces to promptly support people to overcome consequences (if any).
Strengthen information and communication work, especially grassroots information lines to update information, propagate, and disseminate skills to respond to heavy rain, flash floods, landslides, tornadoes, lightning, hail, and floods so that people know, proactively prevent, avoid, and minimize damage.
Be on duty seriously, regularly report to the National Steering Committee for Civil Defense (through the Department of Dyke Management and Disaster Prevention and Control - Ministry of Agriculture and Environment).
