Vice Chairman of Bac Ninh Provincial People's Committee Dao Quang Khai has just signed an official dispatch requesting to continue to strengthen environmental protection work in industrial clusters and craft villages in the province; in which he emphasized resolutely suspending operations for facilities that cause serious pollution and repeat offenses.
The direction was issued after the Bac Ninh Provincial People's Committee reviewed the report of the Provincial Police on the environmental protection situation at industrial clusters and craft villages.
The focus is on strictly controlling pollution sources, thoroughly handling prolonged violations and gradually overcoming inadequacies in environmental infrastructure.
Accordingly, the Department of Agriculture and Environment is assigned to strengthen inspection and supervision; review and classify production facilities at high risk of pollution, especially in the fields of paper production, plastic recycling, dyeing, weaving, metals... to proactively develop inspection and handling plans.
Notably, for facilities that cause serious pollution or re-offend many times, the province requests resolute suspension of operations, not allowing prolonged violations to affect the environment and people's lives.
For industrial clusters that have been put into operation but do not yet have centralized wastewater treatment systems and are oriented to continue operating in the provincial planning, the Department of Industry and Trade is responsible for guiding and urging investors to urgently invest in and build centralized wastewater collection and treatment systems.
Along with that, industrial clusters that do not ensure environmental protection infrastructure will be reviewed to be removed from the plan. The operations of infrastructure business investors and secondary enterprises in the industrial cluster must also be strengthened for inspection and supervision.
In craft villages, the People's Committees of communes and wards are required to review all production facilities located interspersed in residential areas at risk of pollution; develop plans and roadmaps for relocation, and at the same time propose land fund needs to arrange facilities in industrial clusters or concentrated production areas.
Localities must fully implement state management responsibilities for the environment right from the grassroots level; strengthen guidance for businesses and production and business households to comply with legal regulations, and at the same time allocate appropriate human resources and funds for inspection and handling of violations.
The Provincial Police continue to direct professional units and Commune and Ward Police to firmly grasp the situation at industrial clusters and craft villages, promptly detect and handle violations; thereby identifying shortcomings and inadequacies in management to advise competent authorities to rectify.
Along with inspection and handling, the province requests to promote legal propaganda on environmental protection, commend organizations and individuals who perform well; and at the same time publicly condemn violations to raise awareness and responsibility of businesses, production households and the community.
