Storm No. 10 makes landfall after 0:00 on September 29
At 4:00 p.m. on September 28, the center of the storm was at about 17.4 degrees north latitude; 107.7 degrees east longitude, in the waters of Quang Tri - Hue city, about 120 km east of northern Quang Tri. The strongest wind near the storm center is level 12 (118-133 km/h), gusting to level 15.
"The storm moved more slowly than yesterday, but was still very fast at about 25km/h. It is forecasted that in the next 24 hours, the storm will move west-northwest at a speed of 20-25 km/h, moving deep into the mainland and gradually weakening into a tropical depression.

The danger zone is at latitude 16 - 20 degrees north; west of longitude 108 degrees east. It is forecasted that in the next 36 hours, the tropical depression will continue to move west-northwest, at a speed of 20-25 km/h, weakening into a low pressure area in the Upper Laos area.
Level 4 natural disaster risk is Thanh Hoa province - North of Quang Tri
At sea, the sea area from Thanh Hoa to Hue (including Hon Ngu island, Con Co special area) will have strong winds of level 8-10, the area near the storm's eye will have winds of level 11-12, gusts of level 15, waves from 6.0 8.0 m high, rough seas (extremely large destructive power, extremely strong waves, which can sink large heavy ships). The northern Gulf of Tonkin (including Van Don, Co To, Cat Hai specialties and Hon Dau island) has strong winds of level 6-7, the south (including Bach Long Vi specialties) level 8-9, gusts of level 11, waves 3.0-5.0 m high, very rough seas.
Rising water in coastal areas and islands from Hung Yen to Ha Tinh will have storm surges of 0.5-1.5 m, especially Thanh Hoa and Nghe An will be 1.0-1.5 m high. There is a high risk of flooding on the morning of September 29 in low-lying areas, coastal roads, riverside by rising sea water, waves and rain during the storm.
On land, the area from southern Quang Tri to Hue will have strong winds of level 6-7, gusting to level 8-9. The area from Thanh Hoa to north of Quang Tri will have strong winds of level 7-9, the area near the storm's eye will have winds of level 10-12, gusting to level 14.
