Storm No. 4 and floods have killed 2 people and flooded thousands of houses.

The Ministry of Agriculture and Environment has reported to the Prime Minister on the work of responding to storm No. 4 and floods. According to a report by the Ministry of Agriculture and Environment, storm No. 4 (international name NARRA) formed from a tropical depression and strengthened into a storm in the late afternoon of August 21.

Due to prolonged storm activity, from the evening of August 20 to August 25, many provinces from the North to Nghe An experienced heavy rain. Quang Ninh, Lang Son had common rainfall of 300-500mm, some places over 700mm. Many other localities such as Cao Bang, Hai Phong, Hung Yen, Bac Ninh, Ninh Binh, Thanh Hoa recorded rainfall of 200-400mm.

Prolonged heavy rain causes flooding on many rivers. At some times, the water level of the Ky Cung, Trung, Thuong, Luc Nam rivers and some areas on the Cau River exceeded alarm level 3.

According to statistics from localities and Vietnam Electricity Group, storm No. 4 and heavy rain have caused 2 deaths in Lang Son, including one person due to landslides, and one person swept away by water when passing through the spillway. In addition, storm No. 4 also injured 3 people.

There were 2 houses completely collapsed, 1,075 houses damaged, roofs blown off and 8,496 houses flooded. As of the reporting time, there are still 1,758 houses flooded and more than 2,500 households cut off due to flooded access roads (boats have been used to transport food and foodstuffs).

Damage to agricultural production is also large. A total of 32,930 hectares of rice and crops were flooded and affected. Floods also killed 213 cattle and 12,847 poultry; 1,027.9 hectares of aquaculture area were damaged.

During the flood, 54 dike incidents occurred. Traffic was also heavily affected when there were 1,680 landslide and flooding points causing congestion. By the morning of August 27, 310 landslide points were still being repaired and 71 flooded traffic points were receding.

Faced with the complicated developments of storms and floods, localities have organized the relocation and evacuation of 7,751 households to safe places, minimizing damage even though many areas are deeply flooded. At the same time, providing food and necessities for households in safe evacuation areas.

By the morning of August 27, there were still 587 households in evacuation areas. When the water receded, localities continued to support people to return home safely.

Functional forces have also notified, counted, and guided more than 52,900 vehicles with more than 210,000 people at sea to proactively avoid dangerous areas. Quang Ninh, Hung Yen, Ninh Binh and Hai Phong implemented sea bans from August 22-26.

The Ministry of Agriculture and Environment requests localities to continue to mobilize forces and vehicles to overcome the consequences, prioritize clearing traffic routes, restoring electricity, clean water and schools to ensure conditions for the new school year.

Localities are also required to assess the causes and solutions to overcome the deep flooding situation in some river basins, and at the same time continue to closely monitor the natural disaster situation during the National Day holiday September 2.
