The Ministry of Construction has just sent a document to the Ministry of Agriculture and Environment to contribute opinions on the draft Project on piloting the restoration of degraded, depleted, and polluted water sources in the Bac Hung Hai, Nhue - Day and Ngu Huyen Khe rivers.
Regarding the objectives and scope of the Project, the Ministry of Construction proposed to clarify the general objectives, specific objectives; scope of space, subjects, time and content of the pilot program; criteria for selecting tasks, projects and sets of evaluation criteria for results. The objectives need to be linked to quantitative indicators, time milestones and verified data sources, ensuring that they accurately reflect the nature of the pilot program and serve as a basis for considering the possibility of replication.
Review to ensure that tasks and projects under the Project do not overlap with plans, programs, projects and investment projects that have been approved or are being implemented by competent authorities.
Notably, the Ministry of Construction proposed to study and compare with relevant plans and programs that have been approved by competent authorities, including: Hanoi Capital Planning for the period 2021 - 2030, vision to 2050; Adjusting the General Planning of Hanoi Capital to 2045, vision to 2065; Hanoi Capital Master Plan with a 100-year vision; Water Resources Planning for the period 2021 - 2030, vision to 2050; General Planning of the Red River - Thai Binh area for the period 2021 - 2030, vision to 2050; provincial plans, technical and specialized plans, urban development programs and plans and programs on drainage, collection, and treatment of wastewater within the scope of the Project.
In the context of arranging administrative units and organizing local government at 2 levels, it is proposed to update the name of the agency, management area, authority and responsibility for organizing implementation. In case of arising requirements for adjusting and updating planning, it shall be implemented in accordance with the provisions of law on planning and relevant laws.
Regarding solutions, the Ministry of Construction proposed to ensure synchronization between water resource recovery solutions and investment and management of urban technical infrastructure systems, especially drainage systems, collection and treatment of urban wastewater; collecting and thoroughly treating wastewater from craft villages, industrial clusters... which are the main causes of water source pollution risk.
It is necessary to determine the principle of prioritizing controlling wastewater sources and completing the wastewater collection and treatment system before or synchronously with water replenishment, dredging, and drainage solutions, in order to limit the risk of recurrence of pollution.
Review the consistency between the project list of the Project and provincial planning, urban development program, medium-term public investment plan and local target programs; clarify the order of priority, implementation conditions, integration mechanism, investment phasing and capital sources. Supplement mechanisms for management, operation, exploitation, maintenance and post-investment works; asset handover mechanism; capacity requirements of operating units; regular funding sources; service quality supervision mechanism and responsibility for handling when works do not achieve expected efficiency.
The Ministry proposed to study the roadmap for implementing drainage and wastewater treatment service prices in accordance with legal regulations; and at the same time propose a mechanism to mobilize socialized resources, create financial resources for reinvestment and maintain stable and effective operation of the system after investment.
Clearly assign responsibilities to ministries, branches and provincial-level People's Committees according to each task group; and at the same time supplement the mechanism for monitoring, supervising and evaluating the results of project implementation with a system of indicators, data sources, reporting regimes and criteria for assessing scalability after the pilot phase.
