The Hanoi People's Committee has just issued Plan No. 168 on the implementation of urgent solutions to strengthen the control and treatment of water pollution in the Nhue - Day river, Ngu Huyen Khe river, Cau Bao river and Bac Hung Hai irrigation system in the city.
The City People's Committee has proposed 5 key groups of solutions to enhance the effectiveness of controlling and handling water pollution, including:
Invest in environmental technical infrastructure: Invest in the construction of urban wastewater collection and treatment works and craft villages; mobilize all resources to build automatic monitoring systems at major discharge sources.
Management and control of waste sources: Build a database to manage waste sources discharged into river basins; strictly manage and monitor each waste source according to the principle of "whatever level approves, that level supervises"; resolutely do not grant investment licenses, environmental licenses or approve environmental impact assessment reports for projects and facilities that do not meet environmental protection requirements.
Management of surface water quality: Assess water quality developments; review and supplement monitoring networks, including automatic and continuous monitoring points at locations with high pollution risks.
Inspection, examination and handling of violations: Strengthen periodic and ad hoc inspections; strictly handle violations of discharge; request suspension or upgrading of wastewater treatment systems for facilities that do not meet environmental standards.
Propaganda and awareness raising: Strengthen extensive communication to people and businesses about environmental protection responsibility; promote the role of socio-political organizations in monitoring, criticizing and mobilizing the participation of the community in water environment protection.
The city also requires the implementation of 14 specific tasks, focusing on key contents such as: completing the list of waste sources affecting water quality; organizing inspections and checking compliance with the law on environmental protection of facilities with discharge activities; monitoring and evaluating water quality developments in river basins.
In particular, continue to maintain and effectively operate the automatic and continuous surface water environment monitoring station at Cau Bao River (am pumping station, Ngoc Dong village, Da Ton commune, Gia Lam district); invest in wastewater collection and treatment systems; build automatic wastewater monitoring stations; conduct dredging and clearing flows; consider temporarily suspending new investment licensing or expanding production scale for facilities with discharge sources to Ngu Huyen Khe River...
Regarding implementation, the City People's Committee requires synchronous implementation of the Law on Environmental Protection 2020, the Law on Water Resources 2023 and projects and plans after being approved by the Prime Minister. Departments, branches, People's Committees of districts, towns (or local governments after the arrangement of 2 levels) are assigned specific tasks.
In particular, the Hanoi Department of Natural Resources and Environment synthesized, reported, and advised the City People's Committee; reviewed, built, and implemented dredging and repairing irrigation works; directed irrigation companies to maintain the Cau Bao River flow system; reviewed and proposed to adjust environmental protection fees for wastewater.
The Department of Construction reviews the wastewater collection and treatment system in urban areas of type V and above; urges and effectively operates wastewater treatment plants such as Kim Lien, Yen So, Truc Bach, Ho Tay, Son Dong; manages and maintains the To Lich, Kim Nguu, Set, Lu rivers; proposes a plan to supplement the Red River water for the To Lich river.
Department of Industry and Trade: Reviewing activities in industrial clusters, ensuring that there are standard wastewater treatment systems. Department of Science and Technology: Prioritize research and transfer of environmentally friendly pollution treatment technology.
Department of Planning and Architecture: Integrating drainage planning into the City's general planning until 2045, vision 2065.
Department of Finance: Propose a mechanism to attract investment, socialize wastewater treatment; guide the calculation of wastewater treatment service prices; prioritize funding for projects such as Phuc Dong and An Lac wastewater treatment plants (Long Bien); do not provide financial support for projects that violate the environment.
Hanoi City Police: Investigate and strictly handle violations of the law in the environmental field, including criminal handling for serious discharge.
