Khanh Hoa dismantles saltwater dam that once caused historic flooding in Nha Trang

Khanh Hoa - The temporary saltwater dam will be dismantled to ensure flood drainage capacity, after the new saltwater dam project on the Cai Nha Trang River goes into operation.

On the morning of July 9, the 2nd session of the Khanh Hoa Provincial People's Council continued the working program with a question-and-answer session.

The content related to the dismantling of the temporary saltwater dam in Xuan Phong (Cai Nha Trang river area) received the attention of many delegates.

Delegate Doan Minh Long said that the temporary saltwater dam in Xuan Phong was built in the 2015-2016 period, is an irrigation project reinforced with stone and concrete cages, but does not have flood drainage control valves.

According to the delegate, during the flood in November 2025, when heavy rains lasted and upstream reservoirs simultaneously discharged floodwater, this project became one of the flow obstacles, causing many upstream residential areas to be quickly and prolongedly flooded.

The delegate also recalled that the Khanh Hoa Provincial People's Council has approved the policy of building a saltwater dam on the Cai Nha Trang River, expected to be completed in 2022.

However, due to site clearance problems, the project is slow to implement and construction will only resume in 2024. To date, the project has been completed with a total investment of more than 759 billion VND.

To ensure that the new saltwater intrusion prevention project operates according to the design and ensures flood drainage capacity, specialized agencies have proposed dismantling the entire temporary saltwater intrusion prevention dam in Xuan Phong.

From there, delegate Doan Minh Long asked about whether the Department of Agriculture and Environment has advised the Provincial People's Committee to implement the dismantling plan and the timing of implementation to ensure safety for people before the upcoming rainy and flood season.

Answering questions, Mr. Nguyen Duy Quang - Director of the Department of Agriculture and Environment of Khanh Hoa province said that in 2008, the province built a temporary saltwater dam in Xuan Phong with the goal of preventing saltwater intrusion, retaining fresh water and supplying water to Nha Trang City (old).

By 2026, the saltwater dam project on the Cai Nha Trang River has been put into operation.

Therefore, specialized agencies have agreed to advise on clearing the temporary saltwater dam in Xuan Phong to increase flood drainage capacity and ensure flow during the rainy and storm season.

Mr. Nguyen Duy Quang added that the province has agreed on a dismantling plan.

Currently, Khanh Hoa Irrigation Works Exploitation One Member Limited Liability Company will develop a deployment plan in July 2026 and is expected to complete dismantling in September 2026, before the rainy and storm season.
