In the Press release on Legal Documents issued by the People's Committee of Can Tho City in September 2025 by the Department of Justice, Decision No. 18/2025/QD-UBND dated September 30, 2025 regulating the economic and technical characteristics of domestic solid waste collection, transportation and treatment services in the city officially took effect from October 15, 2025.
According to the Department of Justice of Can Tho, there are no regulations in the city on the economic and technical characteristics of domestic solid waste collection, transportation and treatment services. Therefore, to ensure compliance with the provisions of the 2023 Price Law, the City People's Committee needs to issue regulations on the economic and technical characteristics of domestic solid waste collection, transportation and treatment services in Can Tho City.
On December 20, 2024, the Minister of Natural Resources and Environment (now the Ministry of Agriculture and Environment) issued Circular 36/2024/TT-BTNMT regulating the economic and technical norms for domestic solid waste collection, transportation and treatment services.
According to Decision No. 18 of the People's Committee of Can Tho City, the basic characteristics of the service are specifically stipulated in the Appendix, including:
Collecting domestic solid waste: done by hand or by machine, classifying according to each waste group (recycling, food, remaining waste), ranging from households and individuals in streets, alleys to collection points; thereby continuing to collect the machine by vehicles with appropriate loads.
Waste transportation: classified by type of waste (recycling, food, other waste), using a variety of means (barrel trucks, express-trailers, separate container trucks) with loads from small to large, transported from the collection point, transit station to the reception and treatment facility.

Specific waste management: transportation and treatment of bulky waste and hazardous waste from households and individuals; collection and transportation of wastewater generated during treatment; cleaning of garbage collection points; operation of transfer stations with closed, open or non-pressure equipment; operation of wastewater treatment facilities using many different technologies (chemical - biological, chemical, biological and biological).
Household solid waste treatment: includes many methods such as treating food waste into sludge, burying hygienically, burning to recover energy to generate electricity or burning without recovering energy, with different capacity scales.
This regulation will apply to all organizations, individuals, and households related to domestic solid waste collection, transportation, and treatment services in Can Tho City.
