Invested from the capital of the National Target Program for New Rural Construction, the central domestic water supply project of Binh An commune (old) was built at Cay Han dam with a total cost of more than 1 billion VND. The project has a designed capacity of 250m3/day and night, capable of supplying clean water to about 300 households.
According to the design, the project includes underground water exploitation drilling wells, settling tanks, filtration tanks and domestic water treatment items. In October 2024, the project was handed over to Binh An Agricultural and Service Cooperative for management and operation with the expectation of solving the clean water shortage for people.
However, to date, the project has not been effective. After completion, the project only ran for a short time and then stopped operating.
Mr. Nguyen Hong Minh, a small trader at Binh An market, Tay Phuoc village, said that since 2024, he and many households have contributed more than 1.3 million VND/household to install pipes and water meters with the desire to soon have clean water.
According to Mr. Minh, the Binh An market area has long mainly used well water, but the water source is contaminated with alum, the quality is not guaranteed, affecting daily life and business. Therefore, when the locality invested in a clean water supply project, people were very excited and expected to soon have a stable water source.
The project only ran for a few days and then stopped. Until now, we still have to manage the water source ourselves to serve living and business. People hope the project will soon operate so that people have clean water to use," Mr. Minh shared.
According to the reporter's investigation, after a period of trial run, the project encountered difficulties in maintaining operation. Initially, about 20 households registered to use clean water, but then it decreased to only a few households. Revenue is not enough to pay electricity bills, operating and maintenance costs.
In fact, people's demand for clean water is there, but not much, mainly concentrated in business households and traders in the Binh An market area and families whose well water is contaminated with alum and does not guarantee quality. Meanwhile, most households still maintain the habit of using well water.
In addition to difficulties in the number of users, the project's pumping system has also encountered many problems, causing operation interruptions.
To avoid wasting the project, Binh Minh Commune People's Committee has inspected and reviewed the items that need to be overcome, and at the same time met with people to find solutions to bring the project back into operation.
According to Mr. Pham Quang Su, Chairman of Binh Minh Commune People's Committee, the locality is considering appropriate plans to manage and operate the project. In which, the commune will strengthen propaganda for people to register to use clean water and register to work with Quang Ngai Water Supply and Construction Joint Stock Company to study the possibility of receiving and exploiting the project.
The local goal is to soon put the project back into operation, provide clean water for people, and use the invested project effectively," Mr. Su said.
