Voters propose investing in embankments to prevent riverbank and coastal erosion

Voters proposed allocating resources to invest in and upgrade embankment works to prevent riverbank and coastal erosion in order to protect people, infrastructure and stabilize life.

The Ministry of Agriculture and Environment received a petition from voters in Quang Ngai province transferred by the National Assembly's Committee for Petitions and Supervision in document No. 498/UBDNGS16 dated June 12, 2026 on the transfer of voters' petitions sent after the First Session, 16th National Assembly.

Voters proposed that the Ministry of Agriculture and Environment and relevant ministries and sectors pay attention to allocating resources to invest in building and upgrading embankment works to prevent riverbank and coastal erosion in key areas where erosion occurs frequently in order to protect the lives and property of people, production land, infrastructure and contribute to stabilizing life and local socio-economic development.

The Ministry of Agriculture and Environment has the following opinions: The content of the petition has been and is being resolved through state management activities. In recent years, in the face of complex developments and increasing trends in riverbank and coastal erosion across the country in general and in Quang Ngai province in particular, the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) has chaired and coordinated with ministries, branches, and localities to report to the Prime Minister for approval of the Project on preventing and combating riverbank and coastal erosion to 2030 in Decision No. 957/QD-TTg dated July 6, 2020.

Implementing the direction of the Prime Minister, the central government and localities have prioritized investing tens of thousands of billions of VND to build works to prevent and combat riverbank and coastal erosion, gradually stabilizing people's livelihoods, infrastructure, and creating conditions for sustainable socio-economic development in river and coastal areas.

For Quang Ngai province (including Quang Ngai province and Kon Tum province before the merger) from 2020 to now, with many sources of capital (mid-term public investment plan for the period 2021-2025, budget reserves, ODA,...), the central and local governments have invested 3, 316 billion VND to build 55km of embankments against riverbank and coastal erosion to protect densely populated areas and important infrastructure.

Currently, the Ministry of Agriculture and Environment continues to propose a project to overcome riverbank and coastal erosion in the South Central Coast and Central Highlands regions (the project scope includes Quang Ngai province) in the medium-term public investment plan for the 2026-2030 period.

The investment in construction and upgrading of embankment works to prevent riverbank and coastal erosion in key areas, where erosion occurs frequently, as proposed by voters, requires large funding, while central support cannot meet the proposed needs of localities.

Therefore, it is proposed that the Delegation of National Assembly Deputies of Quang Ngai province propose that the Provincial People's Committee direct functional agencies to closely monitor developments, put up landslide warning signs, relocate households at high risk of being affected by landslides to safe places (if necessary); proactively allocate funds from the local budget and mobilize from other legal funds along with funds allocated through the Ministry of Agriculture and Environment to continue investing and upgrading embankment works against riverbank and coastline erosion in key areas where landslides occur frequently.
