According to the National Center for Hydro-Meteorological Forecasting, last night and this morning (September 30), the Northern region and Thanh Hoa had moderate rain, heavy rain and thunderstorms, locally very heavy rain; Lao Cai, Tuyen Quang, Phu Tho, Thanh Hoa provinces had heavy to very heavy rain.
Rainfall from 7pm on September 29 to 8am on September 30 was measured by monitoring stations over 170 mm such as Trung Tam 1 station (Lao Cai) 176 mm, Yen Thuy station (Phu Tho) 203.6 mm, Hoang Nong (Thai Nguyen) 213 mm, Thanh Hung station (Thanh Hoa) 272 mm.
On the day and night of September 30, the Northern region and Thanh Hoa will have moderate rain, heavy rain with common rainfall of 20 - 60 mm, locally very heavy rain over 100 mm.
In Tuyen Quang, Phu Tho, Thai Nguyen provinces, the common rainfall is 40 - 80 mm, locally over 200 mm. Warning of the risk of heavy rain over 100 mm within 3 hours.
During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind. The warning level of natural disaster risk due to heavy rain, tornadoes, lightning, and hail is level 1.
From October 1, the meteorological agency forecasts that heavy rain in the above areas will gradually decrease.
Regarding the hydrological situation, floods on Thao River (Lao Cai) at Yen Bai station are rising (the discharge from Dong Sung Hydropower Plant at 02:00 on September 30 was 2613 m3/s). Floods on Lo River (Tuyen Quang), Luc Nam River (Bac Ninh), Ma River (Thanh Hoa), Ca River (Nghe An) are rising. Floods on the Dong Nai River at Ta Lai station will recede slowly following the operation of upstream hydropower plants.
The water level at 7:00 a.m. on September 30 on the rivers is as follows: On Thao River at Yen Bai station, 34.28 m, above alert level 3, it is 2.28 m; on Lo River at Tuyen Quang station, 18.10 m, below alert level 1; on Luc Nam River at Luc Nam station, 5.17 m, below alert level 2, it is 0.13 m; on Ma River at Giang 6.9 m, above alert level 3, it is 0.4 m; on Ca River at Nam Dan station, 7.1 m, above alert level 2, it is 0.2 m; on Dong Nai River at Ta Lai station, it is 112.67 m, above alert level 2, it is 0.17 m.
In the next 12 hours, floods on Thao and Ma rivers will rise above alert level 3; Ca and Luc Nam rivers will rise above alert level 2.
In the next 12-24 hours, the flood of Thao and Ma rivers will fluctuate above alert level 3; Ca river will be at alert level 2, Luc Nam river will fall below alert level 2.
In the next 24 hours, floods on the Dong Nai River will recede slowly and fluctuate at alert level 2.
From now (September 30) to October 1, on rivers in the Northern region, Lo River, Cau River, Thuong River (Bac Ninh), the downstream of La River will continue to rise. During this flood, the flood peak on small rivers is at alert level 2 - alert level 3 and above alert level 3; the flood peak on Lo River (Tuyen Quang) is above alert level 3; the flood peak on Thao River (Phu Tho), Cau River, Thuong River is at alert level 1 - alert level 2; the downstream of La River (Ha Tinh) is at alert level 2.
Warning of the risk of flooding in low-lying areas along rivers, urban areas in the Northern region, from Thanh Hoa to Ha Tinh, Dong Nai; flash floods and landslides on steep slopes in the Northern mountainous areas, from Thanh Hoa to Ha Tinh.
Real-time warning information for areas at risk of flash floods and landslides is provided online on the website of the Department of Hydrometeorology at: https://luquetsatlo.nchmf.gov.vn and in a separate bulletin warning of flash floods and landslides). The warning level of natural disaster risk due to floods is level 3.
Floods on rivers cause flooding in low-lying areas along rivers, affecting activities such as waterway transportation, aquaculture, agricultural production, people's lives and socio-economic activities.
The meteorological agency noted that forecast and warning information is calculated at the expected regulation level of discharge from upstream reservoirs. The Hydrometeorological Agency will update bulletins when there are changes in the discharge flow of reservoirs.
