The Ministry of Agriculture and Environment has just sent an official dispatch to the People's Committees of provinces and cities on proactively responding to heavy rain, tornadoes, lightning, hail, flash floods, landslides, and strong winds at sea.
The official dispatch clearly stated: In recent days, the Northern, Central and Southern regions have locally experienced heavy to very heavy rain accompanied by tornadoes and lightning, causing casualties and localized flooding in some urban areas, underground spillways, and landslides in some traffic road locations in mountainous areas.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, on the day and night of May 18, the Northeast and North Central regions will have rain from 20-40mm, locally over 100mm; the Northwest region, from Quang Tri to Lam Dong and the South will have rainfall of 10-30mm, locally over 80mm (rain concentrated in the evening and night); thunderstorms accompanied by tornadoes, lightning, hail; localized heavy rain is likely to cause flash floods, landslides in mountainous areas and flooding in low-lying areas; thunderstorms are likely to last until May 21.
The Gulf of Tonkin area, the western sea area of the Northern East Sea (including the Hoang Sa special zone), the sea area from Gia Lai to Ca Mau, Ca Mau to An Giang and the Gulf of Thailand have scattered showers and thunderstorms; in thunderstorms, there is a possibility of tornadoes, strong gusts of wind at level 6-7 and waves over 2.0m high.
To proactively respond to heavy rain, tornadoes, lightning, hail, flooding, flash floods, landslides and strong winds at sea, the National Steering Committee for Civil Defense proposes that the People's Committees of provinces and cities:
For heavy rain, tornadoes, lightning, hail, flooding, flash floods, landslides: Closely monitor warning bulletins and forecasts on weather developments, heavy rain, tornadoes, lightning, hail, flooding, flash floods, landslides and promptly inform local authorities and people to proactively take appropriate preventive measures; proactively review and evacuate people in areas at high risk of flash floods and landslides to safe places; be ready with on-site forces to promptly support people to overcome consequences (if any).
For strong winds at sea (coastal provinces and cities from Quang Ninh to An Giang): Closely monitor warning bulletins, forecasts and developments of strong winds at sea; notify captains and owners of vehicles and ships operating at sea to proactively prevent and have appropriate production plans, ensuring safety for people and property; maintain communication to promptly handle bad situations that may occur.
Strengthen information and communication work, especially grassroots information lines to update information, propagate, disseminate and guide people on skills to respond to heavy rain, tornadoes, lightning, hail, flooding, flash floods, landslides, strong winds at sea to proactively prevent, avoid, and minimize damage.
Be on duty seriously, regularly report to the National Steering Committee for Civil Defense (through the Department of Dyke Management and Disaster Prevention and Control - Ministry of Agriculture and Environment).
