On May 18, the Traffic Police Department requested Road Management Zone III (Vietnam Road Administration) and Project Management Board 2 (Ministry of Construction) to urgently overcome the situation of mud and soil spilling and dust arising on the Quang Ngai - Hoai Nhon expressway, passing through Quang Ngai and Gia Lai provinces.
According to the Traffic Police Department, through the work of ensuring traffic order and safety on the route, Room 6 (Traffic Police Department) recorded that in the construction area of Dinh Cuong rest stop (Km1068 - Km1069), there was a situation of vehicles and machinery serving construction pulling mud and soil onto the expressway surface.
The construction and transportation of materials still generate dust, limiting the visibility of vehicle operators, posing a potential risk of traffic accidents, affecting traffic safety and environmental sanitation on the route.
The Traffic Police Department requested Road Management Zone III and Project Management Board 2 to direct functional units and construction contractors to urgently inspect the Dinh Cuong rest stop area; request contractors and material transport units to immediately handle the situation of mud and soil, materials spilling onto the expressway surface.
Arrange forces and vehicles to regularly collect and clean the road surface, not to let mud and soil, materials cause slipperiness, obstruct traffic or generate unsafety risks for vehicles traveling.
Strictly implement measures to cover, water, and control dust during construction and transportation of materials; do not allow dust to occur, limiting the visibility of traffic participants.
Review and fully supplement the system of signs, warnings, and traffic guidance in the construction area; arrange forces to guard and regulate traffic when necessary, especially at the time of construction.
Strengthen inspection and supervision of compliance with regulations on ensuring traffic order and safety and environmental sanitation during construction; promptly rectify, handle or propose strict handling of violating organizations and individuals.
In the afternoon of the same day, in an exchange with Lao Dong Newspaper, Mr. Nguyen Thanh Binh - Director of Road Management Zone III - said that immediately after receiving the request from the Traffic Police Department, the unit directed the contractor and related parties to strengthen inspection and urgently overcome the above situation.
Previously, at noon on April 29, nearly 178km of the North-South Expressway in the East phase 2021-2025 through Quang Ngai and Gia Lai provinces officially opened to traffic, including the Quang Ngai - Hoai Nhon expressway 88km long, the Hoai Nhon - Quy Nhon expressway more than 70km long and about 20km belonging to the Quy Nhon - Chi Thanh project.
These 3 expressway sections have a scale of 4 lanes, the maximum speed allowed is 90km/h for cars, trucks under 3.5 tons and passenger cars under 29 seats; 80km/h for sleeper buses and other vehicles; the minimum speed is 60km/h. The route currently does not have emergency stop lanes, only technical stops along the route.
