After the arrangement of 2-level administrative units, it is expected that the daily on-land weather forecast will add additional forecasts in the Ho Chi Minh City area.

Weather forecasting and natural disaster warning after the arrangement of administrative units according to the 2-level government model are information that people are interested in, directly affecting their lives.

Regarding this issue, Mr. Nguyen Thuong Hien - Director of the Department of Hydrometeorology (Ministry of Agriculture and Environment) said that after the Central Government decided to reorganize administrative units, implementing the direction of the Ministry of Agriculture and Environment, we have conducted a review and overall assessment of the work of forecasting and warning of hydrometeorology and natural disasters.

"In particular, we coordinate with the Vietnam Geometeorological, Mapping and Information Administration and relevant agencies to develop a new forecast plan suitable to the actual situation so that people can easily grasp information, management agencies can promptly update and provide timely response plans" - Mr. Nguyen Thuong Hien said.

According to Mr. Nguyen Thuong Hien, currently, the National Center for Hydro-Meteorological Forecasting is implementing 14 types of hydro-metropoleum forecast and warning bulletins under normal conditions and 14 hydro-metropoleum forecast and warning bulletins.

According to current regulations, the National Center for Hydro-Meteorological Forecasting forecasts in detail to areas and provinces and some detailed bulletins to district and point levels; Hydro-Meteorological Stationates make detailed forecasts to district and commune levels (if qualified) in the locality where the Hydro-Meteorological Station is headquartered to ensure the principle of unity and no overlap in issuing bulletins between levels.

"We are building weather forecasts for land, sea, natural disaster warnings, etc. in the direction of updating new administrative units. The subdivision of areas and areas has also been adjusted to show the current status of the new place to make it easier to understand and in detail to help recipients who are people and leaders of local administrative authorities clearly understand information to respond appropriately, Mr. Nguyen Thuong Hien emphasized.

Additional on-land forecast for Ho Chi Minh City area

The National Center for Hydro-Meteorological Forecasting will forecast typical climate areas for the whole country, including 7 old areas and add to the Ho Chi Minh City area.

The areas adjusted according to the new administrative locations include:

Northwest region: Lai Chau, Dien Bien, Son La, Lao Cai, the western area of Phu Tho province (formerly Hoa Binh province).

Northeast region: Tuyen Quang, Cao Bang, Thai Nguyen, Lang Son, Bac Ninh, Bac Giang, Hai Phong, Hung Yen, Ninh Binh, Hanoi; Northern region of Phu Tho province (old Vinh Phuc and Phu Tho provinces).

Thanh Hoa - Hue area

South Central Coast Area: Da Nang, Khanh Hoa and coastal areas of Quang Ngai, Gia Lai, Dak Lak, Lam Dong provinces

Central Highlands region: West of Quang Ngai, Gia Lai, Dak Lak, Lam Dong provinces; Southern region; Hanoi region; Ho Chi Minh City area.

After arranging administrative units according to the two-level government model, weather forecasting and natural disaster warning will be adjusted, detailed to each new commune/ward level.

Sea weather forecast in 12 regions

The North of the Gulf of Tonkin (the sea area from Quang Ninh - Ninh Binh); the South of the Gulf of Tonkin (the sea area from Thanh Hoa - North of Quang Tri (the sea area of the old Quang Binh province); The sea area of South Quang Tri - Quang Ngai (the sea area of the old Quang Tri - Quang Ngai).

Gia Lai - Khanh Hoa sea area (old Binh Dinh - Ninh Thuan sea area); Lam Dong - Ca Mau sea area (old Binh Thuan - Ca Mau sea area); Ca Mau - An Giang sea area (old Ca Mau - Kien Giang sea area).

The northern area of the East Sea (the northern sea area is 15 degrees north latitude); the central area of the East Sea (the sea area is 10-15 degrees north latitude); the southern area of the East Sea (the sea area is 5-10 degrees north latitude); the Gulf of Thailand; Hoang Sa Special Zone (the sea area of Hoang Sa archipelago); Truong Sa Special Zone (the sea area of Truong Sa archipelago).

Weather forecast will be detailed to each new commune and ward level

Mr. Mai Van Khiem - Director of the National Center for Hydro-Meteorological Forecasting (General Department of Hydro-Meteorology) said: "We will develop detailed weather forecasts at each point and forecast up to 10 days in advance".

According to Mr. Khiem, the detailed forecast for 63 forecast points (equivalent to the previous 63 provinces and cities) and now rename the forecast locations according to the commune/ward name in accordance with the new commune-level administrative unit and ward. In addition, the web system will update information on the weather forecast for the 10 days in 3321 new communes/wards. People can access the weather for free to update the weather 24/24.

"Along with that, to facilitate people, we are building a weather application for people to use on their phones, computers, etc. The goal is to provide detailed information to the commune and ward, updated 24/24h and forecast the time 10 days in advance.

It is expected that in August 2025, we will complete the construction of this application. In addition to weather information, this application has natural disaster warning information such as flash floods, landslides, reports, tropical depressions, heavy rain, thunderstorms, tornadoes, lightning... And people have access completely free of charge" - Mr. Khiem added.

Forecast bulletins, warnings of storms and tropical depressions, the National Center for Hydro-Meteorological Forecasting will provide detailed forecasts to provinces/cities, for merged provinces with wide terrain characteristics, geographical distribution and different climate characteristics, detailed specifications will be given to geographical areas with similar climate characteristics; at sea, detailed levels will be given to coastal areas bordering the mainland of Vietnam.

When mentioning island districts and island communes in the newsletter, they all become special zones. Coastal coastal areas are adjusted according to provincial locations, provincial coastal areas are adjusted according to new provincial locations, and provincial coastal areas are adjusted according to new provincial locations.

Regarding the forecast bulletin, warnings of heavy rain; cold air; severe cold, frost; hot weather will be forecast for the areas. The flood and flood warning bulletin will forecast in detail to points on river basins across the country; detailed flooding to areas/areas of river basins; Thunderstorms, tornadoes; flash floods, landslides will warn to areas of provinces and cities nationwide, listing a few typical communes (in new form) and have illustrative images.

It is expected to update all provincial and commune maps into the software system, the bulletin will be described in detail to the commune level (for cases of few warnings and the number of communes warning is not too much); listed to provincial-level areas according to the level (for example, the East of province A, the Southwest of province B, ...) and have illustrative images (for cases of widespread warnings to many provinces and communes).

Forecasts and warnings of saline intrusion will be forecast to key points in river basins affected by saline intrusion nationwide. The forecast and warning of droughts will forecast the total rainfall in detail to the provincial/urban level; forecast the total surface water in detail to forecast and warning points in river basins.
