On April 10, Member of the Party Central Committee, Minister of Agriculture and Environment Trinh Viet Hung chaired a meeting to listen to reports on the progress of building three important draft laws: Land Law (amended); Law on Marine and Island Resources and Environment (amended); Law on Environmental Protection (amended).
After listening to the Departments of Environment, Sea and Islands of Vietnam, Land Department, Crop Production and Plant Protection report on progress, and supplementary opinions from Deputy Ministers, Minister Trinh Viet Hung highly appreciated the proactiveness of the units.


However, the Minister emphasized that the key requirement is that progress must go hand in hand with quality: "The submission must always be linked to the general progress, not to be close to the time of submission but to be proactive early to ensure quality.
The Minister said that the Prime Minister has directed to continue to promote decentralization and delegation of power in resolving administrative procedures, ensuring that the ministry directly implements no more than 30% of the total number of procedures under management; this task must be completed in the second quarter of 2026.
On that basis, the Minister requested units to closely follow the set goals and roadmap; reported data must have clear explanations, avoiding generalization and inaccuracy.
Another highlight is the requirement to strongly shift from pre-inspection to post-inspection in the environmental field. According to the Minister, to do this, it is necessary to clarify three factors: forces, technology and administrative procedures.
The Minister also requested a strong shift from pre-inspection to post-inspection in the environmental field, and emphasized that simplification of procedures must go into substance.
Regarding the overall progress, the Minister requested to speed up to basically complete in April 2026, at the latest in early May 2026.
Regarding the Law on Marine and Island Resources and Environment (amended), the Minister requested to quickly implement the procedural steps, linking administrative procedure reform with drafting the law. The reference to international experience needs to be selective, ensuring compliance with Vietnamese practice.
What is suitable for Vietnam should be absorbed, what is better should be researched and applied, but the suitability and feasibility must be fully assessed," the Minister said.
The Minister emphasized that the law must be "viable", meaning that people and businesses can implement it, and management agencies can apply it. Each regulation put in must clearly answer what benefits it brings to the country, and at the same time fully assess the impact on economy, environment, society and international relations.
The goal is that the new law must be better than the previous regulations, serving growth, in which the marine economy and related industries are important drivers.
Regarding the Land Law (amended), the Minister requested to ensure progress, expected to be submitted to the Government in June or July.
To ensure quality, the drafting agency must closely follow the context and practical implementation results, clearly point out difficulties, obstacles and recommendations and proposals.
