On September 18, at the Party Central Committee Headquarters, General Secretary To Lam chaired a working session with the Standing Committee of the Government Party Committee on a number of contents of 4 draft laws: Land Law (amended); Planning Law; Urban and Rural Planning Law; Investment Law.
Speaking at the meeting, General Secretary To Lam emphasized that the contents discussed were all major and difficult issues, requiring intellectual concentration and enthusiasm, ensuring the fundamental resolution of practical difficulties and problems and the synchronization and unity of the legal system, aiming to pave the way, unblock all resources, making institutions and laws a competitive advantage, a strong driving force for development.

For the draft Land Law (amended), the General Secretary suggested that it is necessary to ensure requirements and fully identify difficulties and problems in the current land sector; ensure comprehensive, fundamental and synchronous handling plans; major viewpoints and orientations and important policies of the law amending and supplementing a number of articles of the Land Law should be put in the package with relevant laws, on tax, housing, real estate business, planning, geology and minerals...;
The Government Party Committee leads and directs relevant agencies to focus on urgently and seriously implementing the development of review reports, proposing solutions to remove difficulties due to regulations of the law on land, serving the amendment and supplementation of the Land Law; continuing to carefully study solutions to harmoniously handle and remove obstacles.
The General Secretary stated that the Land Law is an important law with a huge scope of impact, directly related to the rights and interests of the State, businesses, and people, so the amendment needs to be identified as a key and urgent task and must be invested in resources and time to implement seriously and effectively.

The General Secretary requested to fully identify bottlenecks, carefully consider the root cause and root of the problem so that the proposed plan must ensure removal of obstacles, unlock resources, harmonize benefits, avoid hot spots, disputes, and complaints affecting the general political atmosphere; at the same time, do not let hostile forces take advantage of distorting policies in amending and supplementing the Land Law.
Regarding the Investment Law project, thoroughly implement the direction in Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development; must create an open, transparent, stable, safe, easy-to-implement business environment, low cost, meeting international standards, ensuring regional and global competitiveness; at the same time, remove existing "bottlenecks" and create more favorable conditions for the development of enterprises.
The regulation of investment incentives for industries and occupations needs to fully cover the policies for developing renewable energy, nuclear energy, and new energy mentioned in Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045.
Regarding the Planning Law project, the General Secretary requested to assess the cancellation and adjustment of a number of national sectoral plans, pay attention to handling conflicts between plans to ensure that investment projects do not take much time, and at the same time, they can continue to implement according to plans that are operating stably, not affected by the organization of two-level local governments, avoiding waste.
Regarding the draft Law on Urban and Rural Planning, there are many specific contents related to the Land Law (amended) and a number of other related laws that need to be initially reviewed to amend and supplement to ensure the removal of obstacles arising in practice, while ensuring consistency, synchronization, and connectivity in the legal system.
