The Department of Natural Resources and Environment is responsible for chairing and coordinating with the Department of Agriculture and Rural Development, the Department of Industry and Trade, the Department of Construction, the Department of Health, the Department of Science and Technology, the Hanoi City Police, the Capital Command, the Department of Justice, the People's Committee of the districts, towns, and Son Tay town, and other relevant agencies and organizations. The implementation time is in 2024.

Organize a review of relevant legal documents; develop, issue, and coordinate the implementation of documents regulating and guiding the enforcement of the Water Resources Law of the Hanoi City People's Committee.

The Hanoi Department of Industry and Trade provides information and data to develop a water source scenario and performs other tasks as prescribed by the Water Resources Law and other relevant laws.
The Hanoi Department of Construction implements state management of water resources, including planning, construction, operation, and management of urban water supply and drainage works, rural concentrated residential areas, and functional areas within its management scope according to regulations on the exploitation and use of water resources; provides information and data to develop a water source scenario and performs other tasks as prescribed.
The Capital Command organizes the implementation of developing, organizing forces and means to respond to and mitigate water pollution, water degradation, dam and reservoir safety incidents, and other emergencies related to water according to the law on civil defense, emergency law, and other relevant laws.
The Hanoi City Police is responsible for developing and implementing plans to prevent, detect, and combat violations of the law on water resources; coordinating and organizing forces and means to respond to and mitigate water-related emergencies; ensuring security and order, and social safety and order in the area, region, or location where the emergency occurs according to the law.
The Hanoi City People's Committee requires close and effective coordination between the departments, branches, and units in the city and the People's Committee of the districts, towns, and Son Tay town, and other relevant agencies and organizations in implementing the Water Resources Law.
The work content must be linked to the responsibility and role of the agency or unit assigned to chair. Timely inspect, supervise, guide, and resolve difficulties and obstacles arising in the process of organizing the implementation, ensuring the schedule and effectiveness of implementing the Water Resources Law.
