According to Hoa Binh Hydropower Company, on the afternoon of July 20, the water level of Hoa Binh Lake at the elevation of 100.63m - lower than the water level prescribed in the Inter-reservoir Operation Procedure (101m).
Implementing the instructions of the Minister of Agriculture and Environment, up to this point, the Company is maintaining 1 spillway open. The lake's water level continues to decrease. The company has been continuing to closely monitor the flood situation in the river basin, coordinating with Son La Hydropower Company (upstream) to be ready to receive floodwaters and take measures to cut floodwaters downstream.
For Son La Hydropower Reservoir, on the afternoon of July 20, the upstream water level of Son La reservoir was 196.07m (equivalent to the current reservoir capacity of 5.58 billion m3 of water). Flood prevention capacity is equivalent to 3.68 billion m3 of water. The units are operating stably and flexibly in accordance with the Inter-reservoir Operation Procedure in the Red River basin.
Faced with the complicated developments of storm No. 3 (Wipha), hydropower companies have directed all departments and workshops to seriously implement the "4 on-site" motto, be on duty 24/7 and deploy many key contents.
Closely monitor hydrological developments and water flow to Hoa Binh, Son La and Lai Chau Hydropower Reservoirs to propose optimal operation plans to limit excess discharge.
Check the system of deep discharge, facial discharge, water intake, water pump, downstream warning system, horn, loudspeaker, camera and communication. Increase patrols of dams, positive slopes, internal traffic routes, and areas outside the management area at risk of landslides affecting safe operations. Continuously monitor monitoring and seismic data to assess and promptly report on the safety of the project.
At the same time, human resources, materials and means are also fully prepared, ensuring timely handling of incidents caused by floods. At the same time, closely coordinate with contractors in arranging machinery and human resources to be ready to quickly overcome landslides, flooding or internal road cuts.
Hydropower companies also focus on closely coordinating with local authorities to implement warnings for downstream areas, especially when there is an emergency flood discharge situation. Maintaining two-way information is carried out through the radio, text message, horn, and direct notification systems to ensure absolute safety for people living along the river.
