Prepare resources, equipment, means, and resources to promptly overcome incidents and damage caused by natural disasters in the fastest time.
Power grid units continue to direct the strengthening of the power grid, handling existing problems, and reinforcing vulnerable points at risk of incidents. For power stations at risk of flooding, there should be appropriate evacuation and prevention plans to ensure safety and be ready to respond promptly to possible situations.
Increase the warning of landslide risk, deposit deep at stations and lines passing through steep mountains, along rivers and streams, especially pay attention to areas with vulnerable terrain or pre-existing landslides. When there are impacts of natural disasters causing losses, it is necessary to quickly organize handling, solutions, and soon restore power to ensure safety for customers, especially important loads and natural disaster prevention works in the area. The airport will not reopen air traffic until it has fully inspected and verified the safety conditions at the airport.
The hydropower units organize monitoring and collection of information on hydrometeorology; chuely propose and advise the National Civil Defense Steering Committee/Ministry of Agriculture and Environment, the local PCTT & TKCN Civil Defense Command in the management of flood discharge from reservoirs according to the inter-lack/united-lack process. Participating in cutting/reducing/respecting floods, ensuring safety for works and downstream areas. Implement plans to ensure the safety of reservoirs and downstream areas, especially vulnerable points. Arrange forces to proactively handle potential unsafe situations, especially emergency flood discharge situations.
Electricity units, strengthen inspection of roofing systems, surface drainage systems, fuel warehouses, and waste dumps to ensure safe and reliable operation, without affecting the environment. Note to reserve fuel for electricity production when localities implement sea ban.
The Project Management Boards inspect the construction site, closely monitor the developments of natural disasters, organize response, and ensure safety for people and equipment at the construction site. Especially in power source projects such as Hoa Binh Commercial Center for Hydropower, Quang Trach Commercial Center for Hydropower and power grid projects such as the 500kV Lao Cai - Vinh Yen transmission line.
Reserving food, provisions, medicine and essential needs for staff. Request contractors to check the surface drainage system, clear the flow to ensure drainage and drainage capacity during floods, avoid flooding and landslides; cover items (if necessary) to avoid moisture and damage before and after natural disasters, and urgently implement solutions if they do not ensure technical quality and safety.
For units affected or affected by natural disasters, they must submit reports and figures to SMIS software before 7:00, 13:00 and 19:00 daily. In case of incidents or major damage caused by natural disasters, the unit needs to quickly provide preliminary information to the Group's Steering Committee for Disaster Prevention and Control.
