On July 21, the General Staff of the Vietnam People's Army (VPA) issued Official Dispatch No. 4181/CD-TM to: General Department of Politics; General Department: Logistics - Engineering, Defense Industry, General Department II; Military Region: 1, 2, 3, 4,2; Army: Air Defense - Air Force, Navy; Border Guard; Army Corps: 12, 34; Vietnam Coast Guard; Hanoi Capital Command; Corps: Engineer, Chemistry, Communications, Artillery, Special Forces, Artillery; Corps: 11, 12, 18, 19 with the following content:
According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on July 21, 2025, storm No. 3 (Wipha) was at about 21.5 degrees North latitude; 110.4 degrees East longitude, in the area north of the Lusian Peninsula/China, 275 km east of the sea of Quang Ninh - Hai Phong.
Currently, storm No. 3 is active in the North East Sea area, with a very strong intensity of level 12, gusting to level 15. This is a strong storm, moving quickly.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, the storm will affect the North and North Central regions from the evening of July 21, 2025, causing strong winds, heavy rain, high risk of flash floods, landslides in the midlands and mountainous areas, flooding in low-lying areas and urban areas.
Implement Official Dispatch No. 112/CD-TTg dated July 19, 2025; No. 117/CD-TTg dated July 20, 2025 of the Prime Minister on urgent response to storm No. 3. To ensure the safety of people's lives and property, the State and the Army, minimize damage caused by the storm. The General Staff of the Vietnam People's Army requested agencies and units to continue implementing the following contents:
1. Continue to thoroughly grasp and strictly implement the Prime Minister's Official Dispatches, Official Dispatch No. 4136/CD-TM dated July 18, 2025; No. 4160/CD-TM dated July 19, 2025 of the General Staff on proactively responding to storm Wipha, heavy rain in the North and North Central regions, not to be passive.
2. Strictly maintain the on-duty regime at all levels, closely monitor the developments of storm No. 3 (Wipha). The Border Guard continues to direct the Border Guards of coastal provinces and cities from Quang Ninh to Ha Tinh to coordinate with local authorities and authorities to continue counting ships, promptly notify owners of vehicles, captains of ships and boats still operating at sea of the location, direction of movement and developments of the storm to move to avoid, take safe shelter or not enter dangerous areas; take measures to ensure safety for people and ships at anchorage areas, resolutely not let people stay on ships, cages, and aquaculture cages before and while the storm makes landfall.
3. Units inspect and review plans; reinforce and protect factories, vulnerable works, unfinished works and key areas at risk of flash floods, landslides or areas at risk of landslides, riverbank, streambank, low-lying areas, flooding; support people to build houses, organize evacuation of people from dangerous areas, weak houses that do not ensure safety.
Prepare forces and means according to the "4 on-site" motto to promptly and effectively respond to arising situations and search and rescue. Ensuring the safety of people and vehicles for forces on duty.
4. Do a good job of propaganda and reporting on the activities of the army to help people overcome the consequences and search and rescue.
Units organize implementation and report to the General Staff (through the Department of Defense Command and the Department of Rescue) for the Ministry of National Defense to monitor and direct.
