On July 15, Hung Yen Provincial People's Committee held a meeting to listen to the Department of Agriculture and Environment report on the management, exploitation of minerals and implementation of poverty reduction policies to ensure social security in the province.
According to the Department of Agriculture and Environment, the whole province currently has 11 licensed mines with a total reserve of 18.7 million m3, including 8 operating mines, 2 mines temporarily suspended due to landslides and 1 mine that has not been handed over to the sea area.
To meet the material needs for works and projects, the Provincial People's Committee has decided not to organize auctions for 13 river and sea sand mines with a total reserve of about 12.7 million m3 to serve projects in the area.
At the same time, the province is proposing to define 18 mines (including 4 riverbed sand mines and 14 sea sand mines, with a total reserve of more than 71.7 million m3) that are not subject to auction under a special mechanism to supply materials for projects according to the provisions of the Law on Geology and Minerals.
Concluding this content, Chairman of the Provincial People's Committee Nguyen Manh Quyen emphasized that the demand for construction materials to serve projects is very urgent, requesting the Department of Agriculture and Environment to urgently review the legal documents of sand mines, coordinate to guide businesses to complete procedures to soon license the exploitation of mines that have been decided not to be auctioned.
The Chairman of the Provincial People's Committee also agreed on the policy of reporting to competent authorities to consider including 4 mine sites in the list of applying special mechanisms to serve the Van Giang Dual-use Industrial Park Project; and at the same time requested to strengthen management and control of mining activities, and strictly handle cases of illegal mining.

At the meeting, delegates also gave opinions on the plan to implement the resolutions of the Provincial People's Council related to monthly income support for poor households unable to work, health insurance support for newly escaped poor households in the 2026-2030 period and the program to eliminate temporary and dilapidated houses in 2026.
Currently, the whole province has 10,335 poor households, of which 2,610 households with working capacity will receive livelihood support, loans, vocational training and job creation; 7,725 households without working capacity will receive monthly income support.
Regarding housing, 184 households need support for new construction with a budget of 18.4 billion VND from the Fund for the Poor; 1,491 households need new construction and repair with a total estimated budget of 183.6 billion VND from the budget and socialization sources. However, there are still 322 households facing problems with land origin, so they do not meet the conditions for support.
The Chairman of the Provincial People's Committee requested departments, branches, and localities to coordinate in implementing the basic goal of no more poor households in 2026; review and classify each group of households to have appropriate support plans, and at the same time complete the construction and repair of new houses for poor, near-poor and difficult households before the Lunar New Year 2027.
