On June 29, Thanh Hoa Provincial People's Committee said that Mr. Cao Van Cuong - Vice Chairman of the Provincial People's Committee has just signed and issued a decision approving 3 sand mine areas for ordinary construction materials on the Ma River in Vinh Loc, Yen Truong, Quy Loc and Cam Van communes.
The above-mentioned mines are not subject to auction of mineral exploitation rights, in order to serve the construction of works and projects according to legal regulations.
According to the decision, the areas are specifically identified as follows: Area 1: Area 19.9 ha, belonging to Vinh Loc and Yen Truong communes; Area 2: Area 12.0 ha, belonging to Quy Loc commune; Area 3: Area 10.6 ha, belonging to Quy Loc and Cam Van communes.
These areas are licensed for exploitation by the Chairman of Thanh Hoa Provincial People's Committee under its authority to serve construction needs without auctioning exploitation rights.
According to custom, the exploitation of sand mines in the area must be auctioned for mineral exploitation rights to ensure transparency, fairness and optimize benefits from minerals.
However, these 3 areas are exempt from auctions to directly serve priority projects and works under Clause 1a, Article 55 of the Law on Geology and Minerals, amended and supplemented at Point b, Clause 17, Article 1 of the Law amending and supplementing a number of articles of the Law on Geology and Minerals.
The Provincial People's Committee assigned the Thanh Hoa Department of Agriculture and Environment to publicly disclose information about the 3 unauctioned mines and at the same time be fully responsible before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee, inspection, examination, auditing agencies and other relevant agencies for the accuracy and legality of the advice and appraisal content in accordance with the law on related contents.
People's Committees of Vinh Loc, Yen Truong, Quy Loc, Cam Van communes are responsible for coordinating and supervising the exploitation and protection of minerals and are responsible to the Provincial People's Committee if illegal exploitation occurs.
