On November 3, the authorities continued to examine and record the damage to the residential area in the water tank break at the VAC project of Trang Trai Viet Phong Phu Trading Company Limited.
The incident of the broken lake at the farm on Tan Lai mountain in Tuy Phong commune, Lam Dong province. From the residential area, there is a trail leading to the project. However, the incident caused landslides, cutting off this trail.
Local people said that before the incident, many local people used to work at this farm. Currently, the project mainly grows passion fruit.
According to observations, the farm is located between mountain ranges shaped like a valley and has many areas. There are areas where arched canopy is built to grow passion fruit, and there are many lakes. Inside the farm, there are dirt roads to go to the areas.
At a lake, there is a long gap on the lake shore. An excavator tilted on the lake shore. The amount of water remaining in the area flowing through the opening on the lake shore.
On October 2, the reservoir in this project also had an incident causing flooding in the downstream area and was warned of the risk of insecurity. On October 7, Mr. Tran Quang Tinh - Director of the company submitted a report explaining the formation of ponds in this project to the People's Committee of Lam Dong province and the Department of Agriculture and Environment of the province.
According to the company's explanation, this is a high-tech Agriculture project according to the VAC model. Since 2021, the company has formed 3 rainwater ponds and is constructing a fourth pond. From the end of September 2025, the area will have very heavy rain. All the ponds were filled and naturally overflowing through the streams.
After the incident on October 2, the company compensated affected people at the foot of the mountain. By the evening of November 1, the pond bank broke at the farm at a very serious level.
The initial report of Tuy Phong Commune People's Committee, Lam Dong Province on the incident said that through on-site counting, as of the afternoon of November 2, 109 households had suffered damage to crops, crops, and livestock with affected land area of about 100 hectares, 1 person died. Currently, the damage statistics are continuing to be collected.
According to the People's Committee of the commune, the initial cause was due to heavy rain lasting for many hours in the upstream area, broken ponds of the Trang Trai Viet project, combined with steep terrain and a small drainage system, leading to water pouring down very quickly, causing damage to crops, property and people's lives. The commune has issued a document requesting the Trang Trai Viet project to temporarily stop storing water in ponds and lakes on the farm to avoid incidents.
Also on November 2, Chairman of Lam Dong Provincial People's Committee - Ho Van Muoi directly worked with Tuy Phong Commune People's Committee on the work of overcoming and directing the clarification of related issues.
Mr. Muoi also requested the provincial Department of Agriculture and Environment and related units to quickly conduct a comprehensive inspection of the reservoir on the mountain in Tuy Phong commune, clarifying the cause of the lake breach.
