Inspect and promptly move units out of areas at high risk of landslides and unsafety; inspect and review plans and solutions to respond to key areas of natural disasters, areas at risk of flash floods, landslides, inundation, and isolation; proactively help authorities and people evacuate households in dangerous areas to safe places, support people to repair damaged houses, rebuild collapsed and washed away houses, support temporary accommodation for households who have lost their homes; ensure safety for forces performing their duties. At the same time, prepare well the plans to prevent, combat and overcome the consequences of storm No. 13.
The dispatch clearly states the requirement to assign Military regions 4 and 5 to mobilize maximum forces and means to coordinate with local Party committees and authorities, deploy response work to floods, inundation, flash floods, landslides, clean up and repair educational and medical facilities immediately after floods, promptly and effectively handle situations to avoid being passive or surprised; cases beyond the authority to report to the Ministry of National Defense for resolution.
