On March 19, the Department of Agriculture and Environment of Dong Nai province reported the initial results of the survey and environmental monitoring at Bien Hoa 1 Industrial Park in Bien Hoa city.
Accordingly, the results of monitoring and observing waste sources and environmental components for the Bien Hoa 1 Industrial Park (Bien Hoa City) in recent times show signs of pollution.
Regarding the quality of surface water, the results of monitoring the water level of the Dong Nai River flowing through Bien Hoa 1 Industrial Park (the starting point of the confluence between the Dong Nai River and Linh Stream to the end point is Dong Nai Bridge) show that the surface water quality is below the average according to QCVN 08:2023/BTNMT (National Technical Regulation on surface water quality) due to organic pollution and the frequency of pollution detection is quite high, especially in the dry season.
Regarding the air, the small dust parameters (PM10) exceeded the standards at some monitoring points. The frequency of pollution detection is concentrated from February to June (dry season, the inter-season between the dry season and the rainy season). At night, there is often a characteristic stench of the chemical, mechanical processing and metal processing industries.

For the soil environment, there are signs of local pollution in the area next to the lake (near the drainage culvert on Tran Quoc Toan Street in Quarter 1, An Binh Ward, Bien Hoa City), and the lead content (Pb) exceeding the permitted standards by 1.01-2.45 times compared to the QCVN03:2023/BTNMT standard.
The Department of Agriculture and Environment continues to monitor additional areas to determine the scope and level of pollution in this area.
In addition, due to the relocation of production and business establishments according to regulations, some subjects have taken advantage of the relocation, deliberately dumping and burying waste within the industrial park. There have been 3 cases that have been detected with signs of criminal violations, and the police have coordinated with relevant agencies to investigate, verify, handle and overcome environmental pollution.
Currently, the Department of Agriculture and Environment of Dong Nai province is continuing to coordinate with the Management Board of Industrial Parks and the People's Committee of Bien Hoa city to monitor and inspect more than 73 enterprises operating in the area to promptly handle violations, not to let environmental pollution recur.
Bien Hoa 1 Industrial Park is the oldest industrial park in Vietnam established in 1963, but has revealed limitations, located close to the Dong Nai River, with a high risk of environmental pollution. Currently, inside Bien Hoa 1 Industrial Park, in addition to factories, there are also mixed residential areas (255 households).
