Leading the working delegation of the Ministry of Agriculture and Environment, Minister Tran Duc Thang shared with Chinese Minister of Ecology and Environment Hoang Nhuan Thu about the good relationship between Vietnam and China in recent years.
Raising the issue of China's miracles in improving environmental quality in recent times, Minister Tran Duc Thang expressed his desire to listen to the sharing and experience of the Chinese Ministry of Environment and Environment to advise the Government as well as guide localities in environmental management and protection.


"We really hope to share experiences in social management and Chinese methods, thereby contributing to the development of the country, building solidarity and friendship with China," Minister Tran Duc Thang told Mr. Hoang Nhuan Thu.
According to Minister Hoang Nhuan Thu, over the past 10 years, China's GDP has continued to increase while air and environmental quality has improved, with the number of days of heavy pollution in the year falling by 92%.
Regarding the mechanism, in 2015, China completely amended the Law on Environmental Protection, from 57 articles to more than 120 articles. These provisions are regulated in great detail, strictly and handled very strongly.
In addition, there are Party regulations on prosecuting the responsibility of Party committee heads if violations occur or the environmental protection and improvement goals are not achieved. Not only handled within the Party but also handled administratively.
Regarding air quality, Minister Hoang Nhuan Thu shared that China has issued 3 regulations, with many articles and titles related to water, air and soil environmental management. In 2017, a war was launched to protect air quality and it continues today.
Specifically, according to the assessment of coal fuel as a source of great pollution, the issue of managing coal-using enterprises is given top priority. Coal-fired power plants are forced to renovate to raise emission standards to the same level as plants using liquefied gas.
To do so, China has a budget to support businesses and to date, 95% of coal-fired power plants have been renovated. In addition, steel processing plants, cement production and industrial processes with large emissions will all apply this mechanism.
In terms of popularity, people in Northern China often use coal for heating in winter, but have now switched to electricity or gas.
"to date, China has reformed more than 41 million households, equivalent to a population of 200 million people in rural areas in the northern provinces," said Mr. Hoang Nhuan Thu. For urban areas, the solution is centralized heating and Beijing has now become a coal-free city.
In parallel with the above measures, China has invested heavily in science and technology to study emission laws, enhancing the scientific nature of ecological environmental protection.
In addition, there is a financial mechanism of the Government to attract businesses to participate in research on ecological environmental protection technology. China is also actively establishing a carbon market mechanism and has formed the largest carbon market in the world.

In response to the sharing of the Chinese Minister of Ecology and Environment, Minister Tran Duc Thang said that the entire Chinese political system has stepped in to realize the story of environmental protection and improvement with positive results as it is now.
"This is a very important experience for the Ministry of Agriculture and Environment to research, study, and report to superiors for research and implementation," Minister Tran Duc Thang added.
