Lam Dong - The whole province still has 37 communes, wards, and special zones that have not signed contracts to collect and treat domestic waste, and the Provincial People's Committee requests urgent completion to avoid interruption.

On August 2, the Department of Agriculture and Environment of Lam Dong province said that, according to statistics as of July 27, out of a total of 124 communes, wards and special zones in the area, 47 localities have completed signing contracts for collecting, transporting and treating domestic solid waste; 40 localities have signed contracts for collecting and transporting; and 37 localities have not yet completed the signing.

Localities that have not signed contracts include Ward 1 Bao Loc, Ward 2 Bao Loc; Ta Hine, Ta Nang, Hoa Ninh, Hoa Bac, Dinh Trang Thuong, Bao Thuan, Son Dien, Bao Lam 1, Bao Lam 3, Bao Lam 4, Da Huoai 2, Da Teh communes and many other localities and Phu Quy Special Zone.

According to the Department of Agriculture and Environment, the delay in signing contracts stems from many reasons such as incomplete dossiers and procedures; some localities are still confused in the implementation process or have not proactively removed arising difficulties.

In addition, the implementation of decentralization and delegation of power according to Decree No. 104/2025/ND-CP changes the authority to decide on some contents from the People's Council to the Provincial People's Committee.

This makes many localities have to wait for adjustments to related documents before approving estimates.

Some waste treatment units have also not fully met the conditions or capacity according to regulations on bidding and ordering.

Meanwhile, many remote and isolated areas have low waste generation but large transportation distances and high costs, so they have not attracted businesses to participate in providing services.

The Department of Agriculture and Environment assessed that the main reason is still that some localities have not been decisive in directing, have not regularly inspected, urged and proactively handled problems, leading to slow progress in selecting service providers and signing contracts.

Faced with the above situation, the Department of Agriculture and Environment proposed that the Provincial People's Committee assign the People's Committees of communes, wards and special zones to urgently complete the preparation and approval of estimates, and organize the selection of service providers for collecting, transporting and treating domestic solid waste in accordance with regulations.

At the same time, the head of the locality must be responsible to the Provincial People's Committee if delays occur, disrupting the collection, transportation and treatment of domestic waste in the area.

For localities that cannot select units according to the provisions of the law on bidding, the Department proposes to proactively study and apply appropriate forms of service provision to ensure that garbage collection and treatment are not interrupted.
