On November 27, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc chaired a meeting with the Standing Committees of the Party Committees of the wards of O Cho Dua, Giang Vo, Lang on Party building, building the political system; socio-economic development situation, ensuring national defense and security of the locality and site clearance for Ring Road 1 (Hoang Cau - Voi Phuc section).
Concluding the working session, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc praised the results of Party building, socio-economic development, and national defense and security of the wards in the past time; especially, the completion of the Ring Road 1 intersection.
Regarding the tasks in the coming time, related to the Ring Road 1 project (Hoang Cau - Voi Phuc section), Mr. Nguyen Duy Ngoc requested to focus on implementation, promote progress to implement in accordance with the committed roadmap.
Regarding the professional and technical issues of the commune and ward levels, the Secretary of the City Party Committee requested the City Party Committee's Organization Committee to direct and, together with the Department of Home Affairs and branches, consider arranging cadres to work in areas of shortage, no secondment, no pilot. All wards and communes are arranged with cadres according to their functions, tasks, and workload.
Regarding decentralization and delegation of authority, the Secretary of Hanoi requested that it be linked to administrative procedures and digital transformation. In particular, it is necessary to pay attention to training, equipment arrangement, transmission lines, and software to operate shared data, avoid waste, and ensure synchronization.
Regarding socio-economic development, Mr. Nguyen Duy Ngoc requested that the commune and ward levels must be one level of economic restructuring to ensure budget collection, support and economic development; at the same time, apply science and technology, innovation, digital transformation to serve the development of the digital economy.
Next year, the City sets a growth target of 11% or more and shapes the total resources for development. Therefore, the commune and ward levels must also calculate this problem and prove the resources for development. The Party organization and the Party Committee Secretary at the commune level must be responsible for directing and operating the implementation of the assigned tasks.
Regarding the resolution of 5 pressing issues, Secretary of the City Party Committee Nguyen Duy Ngoc said that a Vice Chairman of the City People's Committee is in charge of regulating the 4 related Departments. Therefore, communes and wards need to study the City's model to implement, overcome overlapping conditions and identify those responsible.
Regarding security and order, Secretary of the City Party Committee Nguyen Duy Ngoc highly appreciated the core role of the Hanoi City Police and requested to continue to promote experience, control traditional crimes and cybercrime, and not be passive or surprised in any situation.
Secretary of the Hanoi Party Committee Nguyen Duy Ngoc requested localities to create and ensure development but still harmonize with social security work, leaving no one behind. Everything must have a name, someone in charge and a clear completion date.
Secretary of the City Party Committee Nguyen Duy Ngoc affirmed that the City Party Committee, People's Council, People's Committee, Fatherland Front and socio-political organizations will accompany the grassroots, not avoid tasks; but localities must proactively propose and report promptly, not let the situation of "high pressure - low pressure" situation be "ultraordinate".
