The trend of natural disasters, flash floods, and landslides increases
On the morning of April 25, the Ministry of Agriculture and Environment coordinated with the Community Fund for Natural Disaster Prevention to organize a seminar on "Solutions and technologies to warn of flash floods and landslides in the community". The seminar was conducted by the Department of Hydrometeorology and the Agriculture and Environment Newspaper.

Speaking at the seminar, Deputy Minister of Agriculture and Environment Le Cong Thanh emphasized that flash floods and landslides are two of the most severe types of natural disasters, not only causing damage to people and property but also leaving long-term consequences for livelihoods, environment, infrastructure and affecting socio-economic development goals.
In recent years, the trend of natural disasters such as flash floods and landslides in the midlands and mountainous areas of Vietnam has increased and requires drastic actions in prevention and control.
Early warning and early action in the community are key factors to minimize damage.
"Currently, although there has been much progress in forecasting technology, warning of flash floods and landslides to reach communes and villages is still a big challenge, especially in remote areas, where people have little access to information, lack a direct warning system and are limited in preparing for response" - Deputy Minister Le Cong Thanh commented.
Deputy Minister Le Cong Thanh proposed clarifying the disaster warning threshold so that the community can take proactive action, emphasizing the requirement that information must be authentic, timely, easy to understand and suitable for people's response capabilities.
In addition, it is necessary to deploy modern technology to warn of flash floods and landslides early, and promote socialization in setting up automatic warning stations in high-risk communities.
He also affirmed that the Ministry of Agriculture and Environment will continue to direct the expansion of the model, technological innovation, policy improvement and closely coordinate with relevant parties to make the initiative a reality.
Improving the quality of forecasting and warning is the key
Mr. Nguyen Xuan Tung, Deputy Head of the Department of Natural Disaster response and recovery, Department of Dyke Management and Natural Disaster Prevention, proposed a number of solutions. According to Mr. Tung, regarding policy institutions, it is necessary to continue to improve the legal framework, increase investment in prevention and control works and warning systems; at the same time, control construction planning, resettle residents associated with livelihoods.
Regarding science and technology, it is necessary to improve the capacity of forecasting and warning of heavy rain, especially extreme rain in the short period of time for flash flood and landslide warning. Building partition maps, flash flood risk maps, landslides to villages and villages to serve the planning, residential arrangement and response to the situation. Installation of rain sensor system, rock -moving sensor in areas with high risk and building early warning systems combining warning equipment and digital technology.

From the forecasting agency, Mr. Mai Van Khiem - Director of the National Center for Hydro-Meteorological Forecasting (Department of Hydro-Meteorology) proposed that it is necessary to promote investigation, survey, and detailed zoning. In addition, it is very important to study and determine the detailed rainfall threshold for each area. Thereby, ensuring timely warning information to the community, villages and hamlets.
At the same time, the application of advanced technology (AI, Big Data) helps to warn earlier and in more detail; continue to improve the quality of rain forecasting by combining multi-source data.
