The Central Organizing Committee has issued Instruction No. 31-HD/BTCTW on the establishment of Party organizations corresponding to local administrative units and the arrangement of the apparatus of the Vietnam Fatherland Front, provincial and commune-level mass organizations.
The guidelines clearly state the establishment of commune, ward and special zone party committees (new commune level) after merging and reorganizing commune-level administrative units.
Provincial Party Committees and City Party Committees lead, direct and arrange and assign leaders, managers, public servants, officials and payrolls of the advisory and assisting agencies at the commune -level committees in the basic direction of arranging cadres, civil servants, officials and payrolls at district and commune levels to the commune level and strengthen a number of leaders, management of provincial departments, provincial departments and branches on commune levels (if needed).
On the basis of the direction of the Provincial Party Committee, the Party Committee and the functions, tasks and organizational structure of the commune committees and the advisory and assisting agencies at the commune -level Party committees and the commune party committee to receive, assign and arrange officials, public servants, public employees and payrolls to the commune level as prescribed.
The completion time is synchronous with the merger and arrangement of commune-level administrative units, before July 1, 2025.
The guidance of the Central Organizing Committee also clearly states the number of cadres, civil servants, and public employees of specialized agencies advising, assisting, and public service units of the (new) commune-level Party Committee after the merger.
Accordingly, the orientation is to arrange about 15-17 positions, in places where there are political centers, there are no more than 20 positions. In the immediate future, more staff can be arranged (including existing Party cadres of districts and communes and some provincial-level cadres and civil servants); after completing the job position, after a maximum of 5 years, it must comply with the regulations of the competent authority.
For commune-level administrative units that remain unmerged: Leaders shall comply with Directive 45-CT/TW of the Politburo; arrange staff for advisory agencies to assist in work in accordance with requirements and actual situations, ensuring a common balance in the political system at the same level.
According to the Central Organizing Committee, for the positions of leaders of the Party Committee at the commune level, it is necessary to consider and arrange cadres with sufficient qualities and abilities to meet the requirements of general work, and at the same time, according to the following orientation:
First, the personnel are standing; members of the standing committee; Vice Chairman of the People's Council, People's Committee; current district-level Party Committee members...
Second, increase a number of leaders and managers at the provincial, departments and agencies levels (if necessary).
For commune-level administrative units with adjusted boundaries: In addition to the above contents, the Standing Committee of the provincial Party Committee shall lead and direct the transfer and acceptance of party organizations and party members between commune-level party committees according to the instructions of the Secretariat.
Instructions require reporting to the Central Organizing Committee on the results of the organizational arrangement and the arrangement of commune-level cadres and civil servants before August 15, 2025.
