On August 22, the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment) sent an official dispatch to the Departments of Agriculture and Environment of Bac Ninh, Thai Nguyen and Thanh Hoa provinces on urgently ensuring dyke safety to respond to floods on rivers.
According to the Department of Dyke Management and Natural Disaster Prevention and Control, due to the impact of widespread heavy rain, floods on the Thuong, Luc Nam, Cau and Buoi rivers are rising. Faced with this development, localities need to proactively implement response measures to ensure the safety of the dyke system.
The Department requests the Departments of Agriculture and Environment of provinces to direct relevant agencies and units to strictly implement the telegrams of the Prime Minister and the National Steering Committee for Civil Defense.
Localities must urgently deploy dike protection plans in practice; focus on protecting key and critical dyke points, locations where incidents have occurred but have not been handled or overcome, and dyke works under construction to ensure safety.

Along with that, provinces need to strengthen forces and strictly implement patrols and guards to protect dykes during the flood season according to regulations.
The Department of Dyke Management and Natural Disaster Prevention and Control requests localities to prepare human resources, materials, vehicles and equipment to serve dyke protection. Functional agencies must inspect the actual preparation work and proactively handle incidents and situations that may occur according to the "4 on-site" motto.
Provinces must also closely monitor the development of flood water levels on riverbanks and dyke conditions; promptly report incidents arising to the Department of Dyke Management and Disaster Prevention and Control to coordinate direction and handling.
