76 dike incidents, many routes must prevent overflow
According to the report of the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment), storm No. 10 and floods after storm No. 10 and No. 11 caused 76 dyke incidents in the following provinces and cities: Thai Nguyen (02), Phu Tho (02), Hanoi (02), Bac Ninh (22), Hung Yen (02), Ninh Binh (21), Thanh Hoa (15), Nghe An (04), Ha Tinh (04) and Quang Tri (02); increased by 17 incidents (Thai Nguyen 01, Bac Ninh 16) compared to the report on 07 October.
Of which, there were 23 incidents due to floods after storm No. 11 (Thai Nguyen 02; Bac Ninh 20. Hanoi 01). Localities have handled the first hour of 59 incidents and continue to closely monitor the developments of the remaining 17 incidents.
Some dykes of Cau River, Thuong River, and Ca Lo River in Thai Nguyen and Bac Ninh provinces have had to organize flood prevention:
In Thai Nguyen:
The 2.15km long Cau River dike in Thai Nguyen city has mobilized forces, materials, and means to build anti- overflow to more than 1.0m over a length of more than 550m, due to the water level exceeding the peak of the dike by over 1m.
The Ha Chau dike has overflowed at 02 locations (K0+350 - K0+480 and K1+750 - K2+050, Diem Thuy commune) with a length of 430m, mobilizing forces to handle and prevent overflows.
In Bac Ninh:
The Thuong right dike experienced a dike overflow at 09 locations from K0+000-K12+000 with a length of 2,500m, mobilizing forces to handle and build to prevent overflow.
The left dike The bridge overflowed at 05 locations in the K0+500-K10+200 dike section with a length of 5,900m, mobilizing forces to handle the embankment to prevent the overflow.
The left Ca Lo dike overflowed from K13+200-K13+500 with a length of 250m, mobilizing forces to handle the embankment to prevent the overflow.

Many damages to people and property
According to quick information from the provinces of Son La, Tuyen Quang, Lang Son, Cao Bang, Thai Nguyen, Hanoi, Bac Ninh, Thanh Hoa, heavy rain after storm No. 11, floods caused initial damage, specifically as follows:
Regarding people: 15 dead, missing (an increase of 02 deaths in Thai Nguyen, 01 person due to landslides and 01 person swept away by floods; the locality is continuing to verify and clarify information. Thai Nguyen has 05 deaths, 02 missing people due to flood swept away, 01 person died due to landslide; Cao Bang has 01 death due to landslide; Thanh Hoa has 02 deaths due to landslide, 01 missing person due to flood swept away; Bac Ninh has 02 missing people due to flood swept away, 01 person died due to lightning) and 07 injured people.
Regarding housing: 222,856 houses were flooded (including 200,000 houses in Thai Nguyen; 11,061 houses in Bac Ninh; 7,290 houses in Cao Bang; 3,000 houses in Lang Son, Hanoi 1,055 houses; 332 houses in Tuyen Quang...); 711 houses were damaged and severely damaged. Currently, there are about 83,738 flooded houses (Thai Nguyen: about 70,135 houses (some communes and wards have not updated the situation) in the old Thai Nguyen city area, old Phu Binh district, old Pho Yen city...; Bac Ninh: 11,061 houses in the riverside area, outside the main dyke of Cau river, Thuong river in Tan Yen district, Lang Giang, Yen The, Hiep Hoa old...; Cao Bang: 42 houses in Co Ba commune; Lang Son: 2,500 houses in the old Huu Lung district;...)
Regarding agriculture: Over 22,951 hectares of rice and crops were flooded and damaged; 2,288 livestock and 357,235 poultry died and were swept away.
Regarding traffic: Stop running trains on the Hanoi - Dong Dang railway line; many national highways, provincial roads, and rural traffic are deeply flooded, isolated, and cause traffic jams.
Regarding the situation of power restoration: Currently, power has been restored to 329,226 customers, while 217,062 customers with power outages are continuing to restore (Thai Nguyen 114,979, Lang Son 31,839, Cao Bang 6,732, Bac Ninh 63,512).
Regarding telecommunications: Level 2 specialized data transmission network (from province to commune) lost connection due to power outage 107/513; public network 488/2,353 BTS stations lost communication in Thai Nguyen; communication is still guaranteed by the direction of local authorities at the commune level but the quality is not as good as usual.
