Efforts to overcome shortcomings
According to Mr. Le Dinh Trong - Chairman of the Board of Directors of Friendly Green Environment Joint Stock Company, after a long period of operating facing many difficulties, from June 2025, the enterprise has reinvested in Bao Loc Waste Factory.

The enterprise has carried out personnel restructuring; paid nearly 2 billion VND in wage arrears to workers in the period from December 2023 to June 2024.
The enterprise has paid about 3 billion VND in social insurance debt, taxes and tax fines. Currently, wages for employees are paid fully and on time.
At the same time, the enterprise invested in upgrading the equipment system, renovating 2 separation and filtration systems, repairing 2 incinerators, 2 conveyor belts and clearing the gas system to limit emissions into the environment.
In particular, the Company has added 2 incinerators with a capacity of 80 tons/day to treat the amount of garbage accumulated for many months.

Currently, the plant treats about 400 tons of solid waste every day. Of which, 140 - 200 tons are newly received waste, the rest is accumulated waste. The amount of waste left in the plant's premises is currently about 40,000 tons, and it is expected to be completely treated by September 2026," Mr. Trong said.
However, according to business representatives, the biggest difficulty currently is the mechanism for payment of domestic waste treatment costs. In the period from June to September 2025, businesses have not been paid for waste treatment costs.
Up to now, Lam Dong province has not yet agreed on a plan to assign which unit to sign a contract to pay for waste treatment costs.
Propose solutions to remove obstacles
Faced with obstacles in signing contracts for collection, transportation and treatment of domestic waste, leaders of the People's Committees of 4 wards of Bao Loc City (old), including ward 1, ward 2, ward 3 Bao Loc and ward B'Lao, agreed to propose treatment plans.
In the first quarter of 2026, localities propose that the Provincial People's Committee assign the Bao Loc Regional Investment and Construction Project Management Board to replace wards to sign contracts to collect and transport waste with Bao Loc Urban Works Joint Stock Company and sign waste treatment contracts with Friendly Green Environment Joint Stock Company.

For the remaining months of 2026, the People's Committees of 4 wards proposed two options: Continue to implement as in the first quarter or assign each ward People's Committee to proactively sign contracts because the waste treatment costs have been allocated separately to each locality.
Reality shows that Bao Loc Waste Treatment Plant is facing many difficulties, mainly due to inconsistent management mechanisms and financial mechanisms in signing contracts, acceptance, and payment of solid waste treatment costs, which need to be resolved soon.
Vice Chairman of Lam Dong Provincial People's Committee Nguyen Ngoc Phuc has directed relevant departments and agencies to urgently find solutions to remove obstacles for businesses.

The Department of Finance is assigned to preside over and coordinate with the Department of Agriculture and Natural Resources to agree on a plan and submit it to the Provincial People's Committee in early February to help businesses feel secure in operating, especially during the Lunar New Year when the amount of domestic waste increases.
Leaders of the Provincial People's Committee also requested departments, branches and Bao Loc Ward 3 People's Committee to create conditions for businesses to soon be allocated land to implement phase 2 of the project. Thereby, increasing the solid waste treatment capacity.
The investor is requested to urgently put more backup waste incinerators into operation. At the same time, implement environmental protection solutions in the waste treatment process.
As Lao Dong Newspaper has reported: Bao Loc Solid Waste Treatment Plant went into operation in 2017 but has experienced many incidents, especially in the period 2020 - 2025.
The main reason stems from internal conflicts within the enterprise, causing management and investment to not be implemented according to plan.
At one point, dozens of workers were owed wages for nearly a year, businesses did not pay social insurance, leading to resignation and collective complaints. Equipment was not maintained and maintained regularly, causing the Factory to stop operating many times, waste accumulated, causing environmental pollution.
At its peak, the amount of garbage accumulated in the factory premises once reached about 66,000 tons, putting great pressure on the collection and treatment of domestic waste of nearly 200,000 people in Bao Loc City (old).
