Garbage surrounds the central area

On Ly Thuong Kiet, Nguyen Cong Tru, Dao Duy Tu, Ha Giang, Nguyen Van Cu streets... there are dozens of garbage dumps emitting a foul odor.
Garbage piled up in front of people's houses, shops, schools, even spilling onto the road, causing unsightliness and environmental pollution.
Ms. Bui Thi Mai Phuong, owner of a grocery store on Dao Duy Tu street, said that garbage has not been collected for 4 days.
Stagnant garbage emits a foul odor, attracting flies and mosquitoes, affecting daily life and business. It is currently the rainy season, so this situation still poses a potential risk of disease outbreaks," Ms. Phuong said.
Similarly, Mr. Phan Thanh Tung, a resident of Ly Thuong Kiet street, said that along the central streets of the ward, everywhere you go you see garbage. Many piles of garbage spill onto the road, causing a messy scene.
Ms. Le Thi Huong, a resident of Nguyen Van Cu street, reflected that the pile of garbage in front of her house has existed for 4 days, the stench rushes into the house, affecting the family's life.
Not only residential areas, Bao Loc central market is also suffering from garbage. Mr. Tran Xuan Thuy - Head of Business Department of Bao Loc market - said that the market generates about 3 tons of garbage every day. To date, more than 10 tons of garbage are accumulated at temporary storage yards, causing pollution.
Garbage has flooded, greatly affecting the business operations of small traders. We request relevant units to urgently collect and treat the accumulated garbage" - Mr. Thuy said.
Problems in waste treatment contracts
According to research, the situation of garbage congestion occurs because Bao Loc Ward 1 People's Committee and Green Friendly Environment Joint Stock Company - the unit operating Bao Loc waste treatment plant - have not agreed on the conditions in the waste treatment contract.
From September 11, Green Friendly Environment Joint Stock Company announced the temporary suspension of receiving garbage in Ward 1, Bao Loc.
Ms. Nguyen Thi Ngan Ha - Vice Chairwoman of the Board of Directors of Green Friendly Environment Joint Stock Company - said that the temporary suspension of waste collection is unwanted.
According to Ms. Ha, there are still problems between the locality and the company regarding volume, unit prices, acceptance, payment as well as the responsibilities of the parties in the contract. Therefore, the company is temporarily suspending the receipt to resolve related issues.
Mr. Nguyen Duyen - Chairman of the Board of Directors of Bao Loc Urban Works Joint Stock Company - said that the unit is in charge of collecting and transporting garbage in 4 wards in Bao Loc area. Because the factory does not receive garbage in ward 1, the unit cannot continue to collect it.
While waiting for the local authorities and the factory to remove obstacles, the unit will implement pollution reduction measures such as covering tarpaulins and sprinkling lime at gathering points.
Talking to reporters, Mr. Nguyen Trung Hieu - Vice Chairman of Bao Loc Ward 1 People's Committee - said that the locality is directing the Ward General Service Center to work with Green Friendly Environment Joint Stock Company to soon handle the amount of accumulated waste.
The locality will also report to the Provincial Department of Agriculture and Environment for guidance and removal of obstacles related to garbage collection and treatment in the coming time.
