In early July 2026, answering the press about the progress of the Phan Thiet City Waste Treatment Plant Project, the Department of Agriculture and Environment of Lam Dong province said that to date, the project has not yet met the environmental protection requirements to be allowed to resume operation. Although it has been a full year since the entire project was suspended to remedy violations.
Phan Thiet city waste treatment plant located in Tien Thanh ward, invested by Nhat Hoang Co., Ltd. (the province issued the first investment certificate in May 2015), has a domestic solid waste treatment capacity of 400 tons/day.
From October 5, 2023 to June 30, 2025, all domestic waste generated in the old Phan Thiet city will be brought to the plant for treatment.
However, in the process of operation, the enterprise revealed many shortcomings in complying with environmental protection regulations, not fully implementing some contents in the environmental permit that has been issued.
In early 2025, the Ministry of Agriculture and Environment issued a document clearly stating the shortcomings and limitations of the project. After that, the specialized agency of the old Binh Thuan province repeatedly urged and requested the investor to overcome the shortcomings.
On June 30, 2025, the former Binh Thuan Provincial Department of Finance decided to stop operating the entire project for a period of 6 months for businesses to remedy environmental violations. However, to date, after a year, the remedy has not been completed.

Notably, the inspection team of the old Binh Thuan Provincial People's Committee discovered acts of burying, filling, and dumping ordinary solid waste in the environment against regulations. The case file has been transferred to the Provincial Police Investigation Agency to verify reports of crimes related to the act of "Causing environmental pollution" occurring at the factory.
According to the Provincial Department of Agriculture and Environment, Nhat Hoang Co., Ltd. has not yet fully implemented the remedial requirements of the Ministry of Agriculture and Environment, and has not yet completed the contents according to the environmental permit issued. Therefore, the factory has not ensured meeting the requirements for environmental protection to resume operation.
Previously, at the beginning of June 2026, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai requested departments, branches, and localities to review the entire project implementation process, clarify the progress, quality, violations, commitments and remedial capacity of the investor.
The Department of Finance is assigned to summarize dossiers, evaluate the implementation of urban solid waste treatment service contracts,... and propose specific handling directions to report to the Provincial People's Committee in July 2026 for consideration and decision.
