On October 31, the Steering Committee for Natural Disaster Prevention and Search and Rescue of Quang Tri province confirmed that due to the impact of storm Tra Mi, heavy rains occurred in the area, with the highest water level on some rivers reaching above alert level 3.
By 7:00 a.m. on October 31, the water level on the rivers had dropped below alert level 1; only the O Lau River in My Chanh (Hai Lang) was at alert level 1, and in Hai Tan it was still above alert level 1.

Currently, some dams are full of water, such as Trieu Thuong 2, Nghia Hy, Phu Dung, and La Nga, with a storage capacity ratio of 100% to the design water level; Trung Chi, Truc Kinh, and Ha Thuong reservoirs have a storage capacity ratio of over 95% to the design water level.

According to the Department of Agriculture and Rural Development of Quang Tri province, before the 2024 storm season, localities and units have inspected, reviewed and assessed the current status of works to detect and promptly fix, repair and restore damage. At the same time, they have developed, reviewed and updated disaster response plans, emergency response plans for works and downstream areas for lakes and dams; dike protection plans in vulnerable areas for dikes and embankments to proactively respond when natural disasters occur.
