Acting Minister of Agriculture and Environment Tran Duc Thang and Senior Lieutenant General Nguyen Van Long, Deputy Minister of Public Security chaired the ceremony.
The coordination plan will be implemented in 3 months, from October 2025 to the end of December 2025, nationwide, focusing on key areas.
The goal is to focus on 5 groups of contents and measures to strictly implement the Prime Minister's direction in Directives No. 29/CT-TTg dated July 23, 2020, Directive 04/CT-TTg dated May 17, 2022, Directive No. 01/1998/CT-TTg dated January 2, 1998, Directive No. 19/CT-TTg dated July 30, 2014 and effectively organize the implementation of the Government's National Projects and Programs. Coordinate effectively in managing, propagating, inspecting, and handling violations of the law related to wildlife protection and combating, strictly and thoroughly handling criminal organizations, gathering places, networks, and networks of wildlife trafficking.
Specifically, for direction and management, at the central level, an interdisciplinary Steering Committee between the Ministry of Public Security and the Ministry of Agriculture and Environment will be established, headed by the leader of the Ministry of Public Security, to operate the implementation of the Central to Local Coordination Plan.
In basic investigation, analysis, and information collection, the Interdisciplinary Working Group will conduct a review, statistics, and make a list of relevant organizations and individuals according to key areas and key subjects.
Propaganda and awareness raising work is also a key content in the coordination plan between the two ministries as well as ministries, branches, localities and social organizations. In particular, a national communication program will be launched with the message: "No hunting - No consumption - Protect wildlife, migratory birds, protect aquatic resources".



In addition, the two sides will also coordinate in checking, scanning, and monitoring, including cyberspace, to detect illegal transactions of groups, social media accounts, forums, e-commerce platforms, online platforms such as Facebook, TikTok, Shopee, Lazada, etc. Requesting the removal of violating posts and at the same time requesting cooperation in disseminating information and handling results to raise social awareness and deterrence.
Speaking at the signing ceremony, Acting Minister of Agriculture and Environment Tran Duc Thang emphasized the content of the Plan to ensure the specific assignment of responsibilities between the two Ministries based on the functions, tasks, and powers of each side and ensuring compliance with the principles and professional requirements of each industry. At the same time, it is directed that both sides need to proactively and promptly detect and handle immediately at the grassroots level to ensure the "professional - legal - effective" factor; all violations must be handled in accordance with regulations, "no forbidden areas, no exceptions".
The plan will be directed and coordinated by the Department of Environmental Crime Prevention and Control (Ministry of Public Security) and the Department of Forestry and Forestry (Ministry of Agriculture and Environment) as standing agencies, directing and urging the implementation of the contents of this Plan.
