Mr. Nguyen Nhu Dai - Deputy Director of Hanoi Urban Environment Company Limited (URENCO) Hoan Kiem branch said that in recent years, environmental sanitation work in the capital has achieved many positive results but there are still limitations in infrastructure, means, people's awareness, corporate responsibility and propaganda work.
Faced with this situation, in his speech at the Workers' Forum for the Environment with the theme "For a clean - civilized - modern Hanoi", Mr. Dai emphasized - there needs to be changes in many aspects, especially solutions for units maintaining environmental sanitation.
Regarding equipment, Mr. Dai said that it is necessary to replace manual collection vehicles, move all open collection vehicles to tightly sealed composite boxes, to overcome the situation of open garbage, leakage of garbage, prevent odor, enhance the image of modern and civilized environmental sanitation.
In addition, the current mechanized means of production are mainly sweep trucks, road washing trucks, small trucks, garbage trucks... and are not diverse in types to suit each urban infrastructure condition. Moreover, the operating method still combines manual, high repair costs, and large CO2 emissions into the environment due to the use of old engine technology.
Therefore, to move towards the goal of a clean - civilized - modern Hanoi, Mr. Dai said that investing in and replacing current mechanical means with the use of green energy is especially necessary in accordance with the orientation in Directive 20/CT-TTg.
Currently, in the inner-city districts, there are only pick-up and drop-off points, concentrated cranes, and no direct transit points in the area, so the completion time of a long garbage collection and transportation trip makes the efficiency of collection, transportation, and use of vehicles not high, and waste does not last long, and does not ensure timeliness.
Therefore, the Deputy Director of Hanoi Urban Environment Company Limited (URENCO) Hoan Kiem branch believes that Hanoi needs to install garbage transfer stations and self- pressed compactors to optimize the collection process, ensure that garbage is processed promptly, without accumulation, and improve the productivity of transport vehicles.
Regarding the application of smart technology in environmental sanitation, Mr. Nguyen Nhu Dai said that this is a necessary solution to improve the environment of the capital.
Currently, all vehicles are equipped with GPS and dash cameras to conduct inspection, monitoring, and operation through production control centers. The GPS positioning application helps production work to always be proactive, directly monitoring the location and time of vehicles' operation, tracking schedules, contributing to improving the quality of operations, and being a database for synthesizing, analyzing, and building the route.
"However, to further promote the effectiveness of the GPS equipment system, it is necessary to combine AI technology in analysis, synthesis, assessment, and smart automatic operation to replace dispatchers, organize and build a self-optimized collection line... towards automation of production operations and improving management efficiency", Mr. Dai shared.
Another technological solution mentioned by Mr. Dai in his speech was to apply electronic cleaning fee collection.
Instead of having to go to each household to collect cleaning fees, the application of electronic cleaning fee collection brings many benefits to businesses and people. People will be proactive in paying environmental sanitation fees instead of having to wait or go to the headquarters of the sanitation unit to pay the fee, causing waste of time and effort. For businesses, electronic fee collection will improve the efficiency of fee collection activities, reduce labor, and be more effective in management and synthesis.
At the same time, Mr. Dai said that Hanoi can deploy IoT to monitor trash bins and coordinate automatic collection.
"To ensure that the trash bins are not full and overloaded, it is not possible to do it effectively by manual supervision. Therefore, to ensure the goal of a clean - civilized - modern Hanoi, it is necessary to research and deploy IoT sensors to monitor trash bins, automatically notify the production control center and coordinate with the nearest collection staff to fix them, so that trash bins are always in a guaranteed state," Mr. Dai emphasized.
Along with changes in machinery and technology, human responsibility also plays a key role in moving towards the goal of making Hanoi "clean - civilized - modern".
Mr. Dai said that from the perspective of a worker, the current requirement is not only professionalism in work, a sense of responsibility, and skills in using new equipment and technology, but also a mastery of knowledge and regulations of the Law on Environmental Protection so that each worker will be an propagandist to the people and the community.
