Patiently untangling every concern
From July 13 to July 31, the Dong Ngac Ward Youth Union deployed a volunteer team to support people to participate in surveying and evaluating the quality of public administrative services at the Department of Receipt and Return of Administrative Procedure Results of the ward.
Talking to Lao Dong Newspaper, Ms. Le Thi Tieu Hau - Deputy Secretary of the Dong Ngac Ward Youth Union said that every day, 15 core union members are arranged to be on duty in two shifts, morning and afternoon. Depending on the number of people coming to complete procedures, each shift has 2 to 6 union members guiding people to scan QR codes, access the system and complete survey forms immediately after resolving administrative procedures.
According to the Deputy Secretary of the Dong Ngac Ward Youth Union, the biggest difficulty in the early days of implementation is that many people, especially the elderly, are not used to using smartphones or are still concerned about the objectivity of the assessment.
Many people are worried that scanning QR codes will reveal personal information or be exploited by bad guys to steal bank accounts. Therefore, union members not only guide operations but also clearly explain the purpose of the survey, affirming that the evaluation does not affect the results of resolving dossiers and people can choose to provide or not provide phone numbers," Ms. Hau shared.
To create trust, union members all wear Youth Union uniforms, guiding with a gentle and approachable attitude. In addition to supporting surveys, many union members also help elderly people or first-time visitors complete online application procedures, get acquainted with operations in the digital environment.
According to Ms. Hau, after 4 days of implementation, the program has supported about 150 people to participate in the survey. Most people assessed the implementation as quick and convenient when directed directly on their own phones.

One of the memories that union members remember most is the case of an elderly citizen who initially refused to participate in the survey because he was worried about information being leaked or his bank account being hacked. After being patiently explained by union members and ward officials, people voluntarily completed the survey form and happily sent thanks," Ms. Hau shared.
Young people grow up from small things
According to Ms. Le Thi Tieu Hau, the activity not only helps the government receive more feedback from people to improve service quality, but also creates conditions for people to access digital public services more conveniently.
For youth union members, this is also an opportunity to practice communication skills, behavior and improve understanding of administrative procedures in the digital environment.
As one of the union members participating in supporting people, Nguyen Minh Anh said that the most meaningful thing is not the number of people who completed the survey but the change in their psychology.
Some people were initially hesitant, afraid to operate on their phones or afraid of personal information being disclosed. When they were guided step by step and understood the meaning of the program, they were assured to implement it. Every thank you or smile from the people is a motivation for us to continue participating in volunteer activities," Minh Anh shared.
In the coming time, the Dong Ngac Ward Youth Union will continue to accompany the government in digital transformation activities, supporting people to use online public services, cashless payments, and expanding models such as "Digital Literacy", "Digital Tourism Handbook of Dong Ngac Ward" to spread digital skills in the community.
