Accordingly, regarding the incident of a group of young people driving motorbikes in a zigzag manner, causing serious accidents for traffic participants in Hanoi, General Luong Tam Quang - Minister of Public Security has directed the Hanoi City Police to increase patrols, control and thoroughly handle the situation of young people gathering to race and zigzag, causing danger to traffic participants.
Accordingly, at around 0:15 on November 3, Ms. N.N.Q (born in 1997, permanent residence in Hoan Kiem district, Hanoi) was driving a Honda Vision motorbike that was parked and waiting for the traffic light at the Tran Hung Dao - Ba Trieu intersection.
At that time, a group of teenagers were driving about 30 motorbikes in the opposite direction on Tran Hung Dao street towards Hanoi station at high speed, weaving in and out. Among them was a motorbike driven by Nguyen Hong Nhung (19 years old, residing in Xuan La ward, Tay Ho district), carrying Nguyen Phuong Anh (19 years old, residing in Luong Van Can ward, Hoan Kiem district) who crashed into Ms. Q's motorbike, causing her to fall onto the road.
At the same time, a motorbike driven by Nguyen Ta Minh Khang (16 years old, residing in Huu Hoa commune, Thanh Tri district) ran over Ms. Q. As a result, Ms. Q died on the spot. After causing the accident, the subjects fled the scene.
Immediately after receiving the information, Hanoi City Police directed professional units to quickly investigate and clarify the people involved and the cause of the incident. Based on the collected documents, the Investigation Police Agency of Hoan Kiem District Police summoned 10 related subjects to verify and clarify the incident.
Immediately after the incident, Minister Luong Tam Quang requested the Hanoi City Police to concentrate forces and measures to investigate, verify, and promptly and strictly handle the above case to ensure the right person and the right crime (including the act of handing over the vehicle to an unqualified person to drive the vehicle) in accordance with the provisions of the law, deterrence, and general prevention; coordinate with the People's Procuracy and the People's Court at the same level to promptly bring the case to trial.
At the same time, the Hanoi City Police Department will coordinate with the Mobile Police Command to increase forces to coordinate patrols, control and thoroughly handle the situation of young people gathering to race and weave, endangering other road users; grasp the situation, promptly detect, prevent, investigate and strictly handle all acts of gathering, disturbing public order and illegal racing in Hanoi.
