Pham Van Dong route is one of the most beautiful routes in Hai Phong city, connecting the city center with Do Son tourist area. For more than 20 years, many people have been wondering about the arc-shaped gate outside the large plot of land, stretching on a "prime" route of the city.

According to information from the People's Committee of Tan Thanh Ward (Duong Kinh District, Hai Phong), in 2003, the city leased this land to the Vietnam Chamber of Commerce and Industry (VCCI) to build Do Son Amusement Park in the commune. Tan Thanh, Kien Thuy district (now Tan Thanh ward, Duong Kinh district). However, in 2008, the city recovered the land and canceled the decision to lease land to VCCI to carry out the above project.

By 2010, the city agreed to allow Van Xuan Urban Development Investment Joint Stock Company to continue implementing the Tan Thanh urban residential area construction project. After 9 years, in 2019, the City People's Committee issued a document requesting to stop implementing all procedures related to the Tan Thanh Urban Residential Area Construction Investment Project. The city also has a policy of handing over the land fund development center for management, but up to now the handover procedures have not been carried out. Therefore, for decades, this land has been abandoned, temporarily fenced with rotten wooden panels and rusty chains.

It is known that initially when constructing the amusement park project, the units leveled the ground and constructed a number of items such as gates and surrounding fences. However, up to now, these items have also degraded. Outside the project gate, adjacent to Pham Van Dong street, many households stole sand and construction waste, making the scene from the outside look messy and messy.

On the afternoon of July 18, talking to Lao Dong, Mr. Nguyen Duy Hung - Chairman of Tan Thanh Ward People's Committee said - Because the large area of land has been abandoned for many years, for a while there was a situation where households arbitrarily dug ponds. aquaculture (26 households). Among them, some households are in Tan Thanh ward, Hai Thanh ward (Duong Kinh district), some households are in Do Son district. After receiving the enforcement plan from the City People's Committee from March 27 to March 30, 2024, the Ward People's Committee mobilized households to harvest and return the land by themselves before March 22.

Up to now, this land no longer has the situation of arbitrarily digging ponds for aquaculture, but there are still a few households that bring buffaloes to graze and release, numbering up to dozens of animals.

Also according to Tan Thanh ward leaders, the entire land area of nearly 42 hectares in a beautiful location was wasted for more than 20 years while local people had no land for production, causing people to petition many times.

Therefore, the authorities and people of Tan Thanh ward hope that the city will soon recover the project land to implement a number of welfare and welfare projects for the people such as investing in building a nursing area or auctioning land use to increase the number of people. revenue collection for cities and districts. At the same time, ensure security and order for this area.
