86 billion VND waste treatment project in Hue "shelved" for 7 years

HUE - Implemented since 2018, the waste treatment project in Binh Dien commune is still unfinished, the construction site is deserted of workers, and many items are degraded even though they have not been used.
The project to thoroughly treat environmental pollution caused by domestic waste in Binh Dien commune (Hue City) was implemented from 2018, expected to be completed in 2022, but is still unfinished.According to reporters of Lao Dong Newspaper on the afternoon of December 29, there were no workers or construction machinery at the construction site, and many items were stopped for a long time.The burial pit, regulating lake, water tower, and operating house have been basically constructed but are abandoned and degraded in the rain and sun.Some internal roads, burial pits, and drainage systems were landslides and silted up due to rain and prolonged construction suspension.According to the Investor, the Project Management Board (PMB) for Investment, Construction and Urban Development of Hue City, although it has repeatedly extended the progress and fined contractors, the construction volume has only reached about 80%.The water tower is completed but cannot be used yet.The Project Management Board has temporarily handled some landslide locations, supplemented groundwater intake systems and localized reinforcements to stabilize the project. Although reinforcements have been made, in this year's rainy and flood season, the project still has more damage points, potential risks.Many items are built unfinished and then abandoned, exposed to sun and rain.Machinery and materials are scattered, rusty.The Project Management Board said that because the source of supply, volume, and time of garbage for operation have not been determined, relevant units have not installed equipment because they are worried that it will be easily damaged and stolen.Also according to the Project Management Board, the unit has transferred some items from phase 1 to phase 2. At the same time, adjusting the project implementation time for phase 1 to last until the end of the second quarter of 2026. Phase 2 will focus on building items and purchasing equipment for items such as incinerators, bulldozers, excavators... to put the entire project into operation.
The project to thoroughly treat environmental pollution caused by domestic waste in Binh Dien commune (Hue City) has a total investment of nearly 86 billion VND for 2 phases; of which phase 1 is more than 68 billion VND, phase 2 is more than 17 billion VND.
To date, the project has disbursed about 50 billion VND, invested by the Hue City Urban Development and Construction Investment Project Management Board.
The project aims to treat domestic waste for the northern area of Hue City, phase 1 capacity reaches 150 tons/day.
